There is little chance that he plans to offer the Russians any new terms until they have at least replied to the security proposals in the Herter package: Limita- tion of armed forces by both East and West, international control of nuclear weapons, measures to guard against surprise attack and discussion of a zone in which troop disposals would “be fe- stricted to an agreed maximum. LIMITED POWERS On the other hand, # is prob- able that the American defence chief is prepared to spell out some of these general proposals im detail, and that he has limited powers to modify them if the Russians show signs of willing- mess to bargain.
