The delegates have every reason to be satis- tied with the results of their Jabors so tar. The papers during the past few days have been discussing the question fully and in more favorable tones. The senate has under consideration the question of the relation of the Senate to the Government and also that of increasing the efficiency of the staff. The closing ceremonies of Hor- ton take place to-morrow afternoon, and of Acadia Seminary in the evening. A special despatch to the Mail from Washington says that three Canadian rail- ways to which the United’ States have granted bonding privileges are charged with violating treasury regulations, and that this is at the basis of the enquiry which is proposed by Senator Cullon as to the operation of the bonding system and as to the expediency of continuing that sys- tem.
