Section 2. That the United States will use its friendly offices with the governme :t of Spain to bring to a close the war betweea Spain and Cuba. A Washington special to the New York World says thal, according to high authority, Secretary Olney when he appears before the Senate commit’ee on foreign relations will give to the com- mittee a piece of information that Senor de Lome, the Spanish Minister, hae un- officially conveyed to him. It is that France, Russie, and Holland have instruc- ted their representatives here that the in- stant the United States takes any official action toward acknowledging either the belligerancy or the independance of Cuba, without previous provocation er an affront by Spain against the United States, they are to inform the Secretary of State that their governments consider this act hostile and unfriendly. The Norwegian steamship Jarl which arrived at Mobile a tew days ago from Bluefield?, Nicaragua, brings news of active preparations being made in Nicara- gua looking to war with Columbia. There pave been no open hostilities, but the Nicaraguan government has a patrol boat going up and down the Rama river, con- scripting everybody who'can be used as soldier. Laborers on plantations are be- ing taken and men thus conscripted are being taken to Rama ani the Bluff, where they are put in g«risons, It is said the cause of preparations for war is @ dispute between Colambia and Nicaragua as tothe ownership of the great and little Corn Islands about 40 miles from Nicaragua end one, 60 miles from Rama. The fort at Bluefields bluff bas been garrisoned in expectation of a visit from meno of-war 0! the Columbia navy.
