MacKenzie King announced tonight. Mr. Roy has been Canadian Commissioner in Paris for the past eighteen-years. No action to appoint a Canadian Minister to Tokyo has yet been taken, the Prime Minister stated. It is expected that the formal commission for the appointed of Mr. Roy will be issued by his Majesty in time for the opening of the legation in Paris durlngthc first week of October. Perron, Minister of Highways in Quebec, has set a good example in the matter of mak- ing the roads oi his province safe. Offenders against the motor vehicle law have their licenses cancelled in addition to having fines imposed upon them. Ottawa and Toronto have followed the good example and a great improvement has been ef- fected. These large cities are now practically free from motor accl- dents caused by undue speeding and reckless driving. It has been de- monstrated over and over again that fines alone are not suiflcierit to check the reckless driving.
