In the past there was no national program for HIV testing. A nurse at AIDS PEI told me that PEI used to cover up the number of AIDS cases by choosing healthy people who are unlikely to have HIV, testing them and then saying ‘‘See, PEI doesn’t have a problem with Aids’’. With random blood testing these cover ups will be avoided. The national program will have random blood samples in each province sent to each provincial lab where the blood samples will have all labels removes and then will be tested for HIV. Thus there will be anonymous testing. Anonymous testing has advantages and disadvantages. The good part is that a person with HIV will not be botherd by the public knowing about it. The bad part is that places like AIDS PEI will not be able to offer counciling to someone who has HIV.. PEI is the fifth province to say yes to the national program, however; PEI is only the second province to actually begin doing the testing.
