A special effort should be put forth to make this year`s exhibition the
lic-st yet. It will be more than .ii prize winning competition; it will be ti. con-
fcri-nee on agricultural methods, on the best means of prodticing the best
stock and the best field crops; it will be an advertisement for the province,
and it is up to the province to make the best of it. And the social side of the
occasion will not be lost sight of, notwithstanding the depression of the past
weeks. l~Ziiicrt-ainnieut on an elaborate scale will be provided and the mana-
gcnient will leave no stone unturned to make the exhibition worthy of the
best year the province has ever enjoyed.
lt is quite ri-asonahle to expect that the attendance this year will be
unusually large. The postponement of the Jubilee Celebration was a disap-
pointment. to many not only at home but abroad and those who had planned
to visit their homes at iliat time will in all probability take advantage of this
opportunity to come. Besides this the Halifax Exhibition has been nbundon-
cd and the many who were disappointed in that direction will no doubt make
aint-nds by attending the exhibition at Uliiirlottetown.
It is the duty of all to do what they can to make the exhibition a big suc-
cess t'or its success or failure will be heralded abroad to the credit or discre-
diil of the province.
IMERICAN NEUTRALITY
There is a strong opposition in tlte L`nlted States to the Presidents pro-
posal for the t-stalilisliiiiciit of an American mercantile niarine through the
iiiiiiicdiato ptircliase by the Governulent ofa number of foreign ships. The
llosion ’l'i-:ivellt-i' fears that Congress is about to run ainuck. lt describes the
proposal as “i-li-.‘i\i'ly an attempt. to beat the contraband dcvil around the

vests:-l owiicd by our (lovcriituent will be no greater guarantee of protection
than our ling oil it nicrchnnt vessel owned by private capital. Mr. \Vllson`s
plea that he is going into the shipping business because private capital can-
not bt- induced to meet the emergency will not deceive any onein this coun-
try. much less the European nations that expect us to remain neutral in fact
as well as in inline."
The Traveller adds:-“If the President and members of Congress can-
not sec that such a inert-.hant marine, a rnercliant marine with evasion anti
violation of iieiitrality written all over lt, would involve us sooner or later in
war, then they have lost their heads completely and are not in a state of
mind to deal with the present emergency. And let it be remembered that
there is no emergency in this country demanding a departure from constitu-
tional governiiitiit. This nation is at peace with all the world. The important
thing, the thing transcending all others, is to keep it at peace with all the
world. Everylliing possible should be done io provide n. reasonable outlet for
our surplus product, and to maintain our trade with the nations ot’ the world.
llut this is a very minor consideration compared with peace, and if it cannot
bc done without menacing the peace of the country, it should not be done at
all."
Since his accession to the office President Wilson has ixfiiued it high 1'9-
piilation for sound judgment, fair niliidedness and strong wlll. \Vith a re-
niarkablc :ist-eiuleiii-ey ovcr Congress and public opiuioii he has made the
l'niti-d States live tip to its international agreement. ln prevailing upon his
countrymen to abide by its obligations in the Panama Canal question he
placed the Ifnited States in line with the best British traditions of interna-
tioiinl fair play. For such reasons, the fact that he fathers the ship purchase
plan would naturally fend to reassure foreign nations.
On the other hand there is plenty of shipping available for the export of
.»\mcric:iii foodstiiffs to Great Britain and Frniice. while the allies with con-
trol of the sen could scarcely brook the prolongation of thc war by heavy
consigniiiciils of condltioiinl contraband to Germany and Austria. The British
Enipire, France and Belgium are fighting for those democratic principles up-
on wliicli the American Republic is established. If wc defeat the most danger-
ous military despotism since Napoleon we shall be doing the l7nlteil States u
niiglity service. Should the military despotism win the llniicd States, ns Mr.
\\'inston t'hnrchill has said, would next have to bear thc brunt of thc attack.
It is not suggested flint Wnsliliigton should depart from its attitude of neu-
trality oii behalf ol' thc nllics. Most Americans would regard it ni-1 an even
gravcr mistake were (Yongress to take any action calculated to strengthen
Germany and Austria. _

jections of France and Great Iiritulii to the purchase of the United States

"We have received only a fraction of the accounts of the countless outrages

were warned that successes and re-
verses must be accepted as forming
only a part of a great whole. the con-
summation of which must patiently
be waited for. and already that warn-
ing has been justified. The week
opened with news that left an uu-
pleasant taste in the mouth, for the
Germans had pressed the Belgian
army back to Antwerp; they had push-
ed the allied troops somewhat from
their original position, and Nnmur was
reported to have surrendered. On top
of this came a cool demand of £8,000-
000 from the brave city of Brussels,
and of half that amount from Liege
city end province. When Parliament
reassembled there on Tuesday of this
week. it was in a subdued spirit,
though the temper of both Lords and
Commoners became more Sanguine as
they beard of the heroic and hardy
stand of our British troops in the
dghting at Mons when they niet Ger-
man troops in superior numbers.
While the House ot' Commons was en-
gaged ln hearing the Premier's state-
ineut of the position and also in deal-
ing with a number of emergency hills,
the new Secretary of State for War,
Lord Kitchener, of Khartoum, was
making his maiden speech in the Up-
per House. it was a soldier's speech
-simple, non-political and to the
point. it breatlied confidence in the
ipowei- of the nation to meet a great
lcrisis, though it indicated thot the
struggle might prove both an arduous
. ami a long draw-out one. if that
should be the case, then the nation
would be called upon to make even
greater sacrifices than were already
being asked.
The question of recruiting has as-
sumed a more serious aspect since
Lord Kitchener intimated that he may
require another 100,000 men in ad-
dition to the new army of that
strength just completed. Our volun-
tury system is on its metal at this
moment and if within the next few
weeks the appeal for recruits is not
sufficiently responded to. there is lit-
tle doubt biit that conscriptioii will
be staring us in the face. A few
months ago the Ulster volunteers
readily reliquislied football and cricket
on Saturday afternoons in order to
prepare to resist an encroaclnnent on
what they deemed civic rights.

"Galician," its officers seemed to have
contemplated destroying the passen-

fell into the hands of the enemy. lt

Russia, nor for France, nor for Am-
erica. The magnitude of the prepara-
tions points to ti prospective strug-
gle with a fleet more Powerful than
that of Russia or France. The con-

hibits their use in distant seas, 11-
gainst Japan, for instance, or the
