3 The manipulation of the party inaohine
was vary evident at the Winnipeg coiiven-,
tionf As our readers know the convention
was called at the instance of the Win-the-
War Liberals with the-avowed object of
arriving at _conclusions as to Canada s
place in the warand the Liberals’ place in
Canada. Leading Liberals felt that they
could not follow Sir Wilfrid Laurier’s lead-
ership on account of his attitude towards
conscription and that they must either find
a new leader or unite with Sir Robert Bor-
den in his war policy- The idea struck ter-
ror into the hearts of the partisan Liberals
and the machine was at once set in motion.
They must save Laurier, they must _prevent
western Liberalism from identifying it-
self with that fusion of Canada’s war for-
ces which Sir Robert Bordeii-has been stri-
ving for. And sofar as controlling the
Convention went they succeeded, partially,
at least.
The Mail and Empire, several days be-
forethe convention, accurately sized up
the methods that would be employed by the
machine and its forecast was fulfilled to
the letter. “If the delegates,” says the
Mail and Empire, “seemed too earnest in
their desire to shove Canada’s war-work
ahead, to be dissuaded, the scheming
agents would ingratiate themselves by ap-
pearing anxious also to put more vigor into
war organization. But they would point
- out that Western interest required this par-
ticular policy, or that concession. The “big
interests” would be pilloried as the main
enemy. Utmost st_ress, if not misrepre-
sentation, would mark their criticisms of
the Borden-Government’s war administra-
tion. The effort would be pressed home to
convince Western Liberals that they ought
to demand virtual control of the National
Government-for were not their political
requirements and views incompatible with
union, in‘a War Government, with Sir Ro-
bert Borden and such of his colleagues as
would remain? If they could not obtain
such an ascendancy, would it not be better
to remain out and let Sir Robert Borden
and whatever National Government he
could form struggle on as best they could?
Agents of Sir Wilfrid would do their ut-
standing aloof now, waiting for the elecu-
tion, they would gain their ends more sure-
ly and quickly- By professing ability to
carry outa “Win-theWar” policy on volun-
tary lines-though anyone knowing the
facts knows how absurd that is_the Que-
bec anti-war schemerswould try to lull
and soothe' desire for war action, and gain
support by emphasizing special _willing-
ness to co-operate with the West in effec-
ting desired domestic reforms. _
“Already certain manifestations of this
scheme-i)r’s play to rouse party bitterness
are to e found in the attacks in some Sas- t
ldxatchewan quarters upon Sir Robert Bor-
en. These attacks are professedly based
on the claim that Sir Robert is not forward
enough in his war policy. They ignorethe
fact that the Premier is the main mover in
the effort to get together all the “Win-the-
War” elements of the country so as to
make possible more vigorous war effort.
No party Government can, under the new,
conditions lately arising, be strong enoughi
to enforce.by itself the severe measures re-|
quired. The occasion requires unity of pur-
