o m Gama, Wed, Dec. 9, 1964. Merchant Marine Supported By DON ANGUS HALIFAX (CF) —— Establish- \ ment of a Canadian merchant marine would accelerate the economy. ease the balance of payments problem and even contribute to national defence. a Toronto shipping executive said here. J. D Leitch, president of Un~ per Lakes Shipping Limited. told the annual Atlantic Ports Day conference government subsidization of shipbuilding would produce a Canadian deep- sea fleet which would return the investment "several times 0 He said nearly every govern- ment in the world has some form of financial assistance to its shipping and a federal sub-i ' I: sidy of ship construction in this country would make the build- ing Cost of a Canadian vessel comparable with any foreign- built ship. Ninety years ago Canada had an ocean going. fleet of 7,000 vessels, Mr. Leitch said. "To- day. our ocean - going fleet. apart from that used t‘of tidi- log and coastal work, amounts to four vessels." He said construction of one ship would mean employment for 500 men. create demand for 10.000 tons of steel and develop electronic and machinery - pro— ducing industries. POSITIVE METHOD SEEN He said “it would be difficult to imagine any less offensive or more positive method in which the balance of payments prob- lem can be attacked." and with the growth of technical develop- ment in the shipping industry, more skilled personnel would be available for defence purposes, if needed. Sir Errington Keville of Lon- don England. chairman of Fur ness Withy and Company Limi- ted. said Britain‘s merchant fleet is still the largest in the world. but “we are witness‘ng the determination of many of the developing countries. . .." including Commnist nations “to develop their own merchant navies. .Sir Errington said he had con- hdence in and respect for the quick cargo - handling and speedy turn-around facilities of the Atlantic ports of Halifax and St. John's. Nfld. He said his company‘s new cargo-passenger ship Newfoundland would arrive here sometime this week on her maiden voyage, and she would soon be joined by the recently- 1aunched Nova Scotia.
