A suitable re- ward will be given.” Taint every cat that has a sweet grow), The reconstructed Manitaba Govern- ment seems likeiy to command, for a while at least, a majority of six in the Manitoban Legislature. As the Legis Jature, when full, contains enly 24 mem- bers the majority is a-comparatively large one. All the measures proposed by the new administration seem likely to become law. The result will be some- what revolutionary. The Russian army is to undergo an important transformation in pursuance of a recent Imperial edict. There are in Russia 140 regiments of infantry, |. each consisting of three battalions, sub- divided into five companies. Now each regiment is to consist of four battalions subdivided into four companies. This measure increases the Russian army by 20,000 men in time of peace, and by a 130,000 men in time of war. The re- organization of the army is to begin at once, and must be pushed on rapidly. It will be just eighteen hundred years next fall since Herculaneum, Pompeii and some other cities and towns were engulfed by the terribly destructive eruption of Mount Vesuvias, in which Pliny, the illustrous naturalist, lost his life. The directors of excavations at Pompeii have formed the project of celebrating the anniversary by a scien- tific fete in the month of November. Several distinguished archeologists of itale have been invited, and it is prob- ably that the invitation will be extend- ed to the savants of other lands. The Princess Louise has made the most of the long Canadian winter in the pursuit of art study. She has at- tempted bolder flights than satisfied her when she lived within the circumscrib- ed limits of these islands, albeit they’ include the county of Argyll. Her Royal Highness, attracted by the mani- fold beauty of Canadian timber, con- c2ived the idea of making a mantel- piece, of simple but beautiful design, inlaid with a variety of wood. This was nearly finished at the despatch of the last mail, and the Duke of Argyle expects to admire ita good deal.— Lon don World. Different opinions have been express- elas to the policy of removing the colored people in such large numbers from the South. On the whole, the owners of plantations, as might be exs pected, are opposed to it, and furebode serious disorganization of labor and loss to the country as among its conse- quences. The New Orleazs Times says oa the subject :—* We assert, upon the authority of the past history aud the present situation of Lonisiona, that African labor is best adap:i to our crops and climate; that tie present supply of field labor is insuffie)..° or the developments of the agricultural Capacities; of the State; that all at. tempts heretofore to import free white laborers into Louisiana have failed to}. effect that object,and to allow thepresent inadequate supply of field labor to quit the State without making all proper ef- forts to retain it, would expose the city and State to the danger of an impaired production, which, with existing finan- cial emburrassments, would effectually destroy the present business generation .
