OCTOBER 30, (897. — oe a a ANOTHER CABINET SHUFFLE. — ——-— Tur Cabinet shuffle in New Brunswick, which we announce today, may be justified upou the grounds of necessity and expedi- ence. It was necessary to relieve the old Premier, who was in 1)] health, trom the cares and jresponribilities ot leadership, and it was deemed to be expedient to have anew Premierin close touch with the present Government of Canada. Mr. Emtnerson jis a special friend of the Minister of Railways. It is an open secret tbat Mr. Blair named him for the position of Premier of the Province. Mutual log- rolling between the Provinces and the Dominion is not calculated to be benefivial fo the country at But it may be advaptegeone to certain regtions represented in Unawa by large. prove to exceptionally influential and unscrupulous men. New Brunswick is favored in this particular,—more at leant than cither Nova Scotia or Prince Edward Island; and it ie not improbable that New Brunewick will receive special advantages as a result of the co-operation of Blair and Emime-son. If the report concerning the Atlantic mail»—which we publish to-day—be true, Mr. Blair bas been “working the Govern- ment” on behalf of St. John, while Mr. Fielding is starring at London and Paris, rejoicing in his pew loan of $10,000,000" and neglecting the interests of Halifax. Thie may be regarded as a kind of firat- fruits of the shoffle—announced today but arranged some weeks ago—further results of which will be awaited with mterest. —eeerre oe <SD oo A SIGNIFICANT SPEECH. Accerpixe to a Montreal de~patch a good deal of comment has been caused in political circles by a speech made before the Club Laurier by Mr. R. Prefontaine, M.P. Mr. Prefontaine is reported to have declared that he could not say what passed at the recent Liberal conference with Sir Wilfrid Laurier, as the details were pri- vate, but he could assure them that the district of Montreal would very soon be represented in a proper manner in the Dominion Cabinet. There might be diffi- culties, there might be discontent, but everything would be changed, and there would be @ new representative of the district, Mr. Prefontaine concluded by atating that if the Government did not render justice to Montreal on the harbour question he would return his mandate to his constituents, and iftbey refused to accept it he would vote against the Government. fn Montreal Mr. Prefontaine’s remarks are taken to signify either that Mr. Geoffrion will become Minister of Justice or that Mr. Prefontaine himself will enter the Cabinet at an early date. No one seems to be particularly impressed with the idea that these Liberal worthies are actuated by considerations of the public interest. The boldness of Mr. Prefor.taine’s threats, how- ever, proves beyond a doubt that the Montreal wing of the Liberal party are not in accord among themselves. > +t ++ FRANCE AND GREAT ot A diplomatic difficulty has arisen be- tween Great Britain and France owing to the fact that France declines to recognize the treaties concluded with native rulers in Africa by officers of the British Niger Company, untilthe textof such treaties has been officially communicated to France by the British Government. The French Government, it appears, claims that many treaties made with African potentates, in behalf of France, take precedence over the treaties negotiated on behalf of the British Niger Company. There need not be any doubt that the difficulty will be amicably adjusted by the two Governmente. ee 2 Jelly rolle, jelly equares, light fruit and dark cake made today at J.
