The version of the peace conditions are widely divergent respecting Bulgaria and the indemnity. The Times’ Berlin despatch says it ap- pears that the Austrian Cabinet are once inove encouraged by their friends to aspire to acquisition of Bosnia, Herzegovania, Al- bania and part of Mazedonia, but there is little hope that Austria will know how to vindicate her position in the south-east. Notwithstanding the menacing language held at Vienna, it is regarded probable that an arrangement, which tends to make Tur- key Slavonic, will be ultimately acceded to, if the present influence continues to pre- vail, The ‘‘ Times” leading article approves on principle Lord Derby's statement in the House of Lords last night, but concluded that the Government must revier the final terms of peace very carefully ; and if some of the ramored conditions prove to be really demanded, they ought to be met by the strongest protest. Dalton McCarthy delivered a great and grand speech in answer to the Budget speech. He showed that the Grits were more extravagant, when most economical, than the Liberal. Conservatives were when most extravagant. He proclaimed himself a Free Trader on principle, but believed it necessary to readjust the tariff, if the manufactures of Canada are to hold their own against the present unfair system of the United States. He spoke strongly in favor of Reciprocity, and closed by declar- ing Cartwright’s picnic villification of Sir Joan as scandalous. He said if Cartwright believed Sir John to be a thief, liar and emberzler, it was his duty to have Sir John brought to justice. Patterson replied. He said: “I am a Protectionist, and support the Government because it has carried out my principles; I would not support the Opposition because I think the Government has afforded protec- tion enough.” He attacked Dr. Tupper be- cause he advocated taking duty off coal and oil.
