Kent, manager of the Cuiiadiaii Paci-
ilc Telegraph Company, is retiring
from this position. after twenty-nine
years service with the C. P. R., and
is being succeeded by John McMil-
lan, of Winnipeg, as manager of
telegraphs for the C. P. R. Coni-
pany. Mr. McMillan, the new inan-
ager, is at present general superin-
tendent of western lines of the C. P.
R. telegraph, with headquarters at
Winnipeg.

He was not, and he did not think any
of the butchers were, opposed to meat
inspection. but the difllculty that be
saw was the proper carrying out of
that inspection. They bought their
stock from the country, and cattle
before being killed fasted for twenty-
four or thirty-six' hours.. It was
necessary that all stock should fast
at least twenty-four hours. They tried
to buy the very best cattle they could,
and he believed, taking this country as
a whole, there was very little of any
disease. He had seen the report the
year before last of the inspector at
Summerslde, and of all the cattle he
had inspected he condemned only one.
That showed clearly that. if he was a
proper inspector, there was very little
disease in Prince County. Meat could
not be shipped from this to any of the
Western provinces without being in-
spected; but there was no inspection
in Nova Scotia. and Newfoundland.
There was a Dominion Veterinary who
examined and inspected cattle here.
and the speaker heard of one animal
being condemned. He would like to
know where Dr McMillan got the
"measly" pork wliicli he showed to
the Council. Ho had not heard of a
"measly" pig for twoiity~iivc years,
and he did not know how this one
turned up. He would admit that very
often meat of poor quality came to the
market, but could they get an inspec-
tor to condemn that meat because it
was poor? Let them go to Boston or
.Montreal and see the stuff the inspec-
tors passsd there. The people here
.would not even look at it. There was
veal on the Montreal market from
calves which were very often not
twenty-four hours old. He admitted
that in the spring at lol. of calves were
often killed that should not be killed;
but so far as uiuttoii, heel' and pork
were concerned he did not think it
could be surpassed in the world, and
lio\v tlic City Council could curry out
this matter of inspection he wanted to
know. Where ilioy killed they were
as careful ns possible, and il' they
were forced to takc their stock lo
another concerii to he killed he would
not remain in thc liuiiiiioss twenty-four
hours. Ilis firm very ol'to\i in the
summer got orders from steaiiiers be-
tween six o'clock at night arid any
time in the morning. where it wus
necessary for them to kill hurriedly;
and if they were obliged to go to the
abattoir they would first of all have
to hunt up the owner of it to get
access to the place, and after that
spend a great deal of time iii locating
the man to kill the stock. Anil bc-
sldes. no man would pay much for his
cattle und have tlioin mixed up with
others in this place. To carry out the
proposition, lie thought the Council
would have to get power from the
Legislature. I-le was outside the city
limits, and could they go out there
and authorise him to do this and that
wltliout the power of the Legislutiire?
A horde oi` inspectors' would have to
be uppoiuted to go through the eoiin-
try lnspecting cattle, and they would
noi. do this work for nothing. If the
Legislature asked the farmers to pay
for having this done it would be worse
than the Automobile or the Dog
Tax. They were anxious to give the
people of their best, but the people
were not appreciative. A great many
people would complain about had
meat, yet they were the very ones who
would not buy good stuff. There was
not'one house in ten in Charlottetown,
he stated, that knew liow to cook
meat. He thought the meat was
destroyed in cooking.
As regards milk, lie said that the
people of Charlottetown got the best
milk in the world and did not deserve
it. The inilkmeii here had the hardest
task to drag around their nillk from
Monday morning to Saturday iilglit,
and a great many people did not pay
for what they got. A great many
persons agitated about unclean milk,
while their own crockery at home was
not in zi coiiditlori to encourage the
niilkmeii to keep their stables clean.
l-le knew that the inilkmeii. did all they
could to give satisfaction. He had
been into several stables and they
were scrupulously clean and reflected
credit on those who owned them. In
coiiclusion. he said that so fur as milk
was conccriied tho people get it good
article, ilnd in regard to incnt he had
ncver liciird a complaint.
Mr Saiindei-.s endorsed the sonti-
ments expressed by Mr Blake, who. ho
said. had slulcd the mutter clearly.
He thought ihcy were all anxious to
have meat inspection. Since there
liad- been so niucli talk people had
become afraid to eat meat, and one
lady had called him up that morning
and uskcd what was tho epidemic
among liogs? was lliore any disease

as matters stood, inspection wus

views of Mr Blake. adding that to take
their cattle to tlio slaughter house
would "nut ovory butcher from coni-

Called upon to speak. Mr Drako sniii
lic had notliing to add to what Mr
Blake lind stntod.
Asked by Councillor- Riley ii' the cl_ty
butchers would be willing to have
their meat inspected in their slaughter
houses if the city so desired. Mr Blake
replleil_ that ilioy would be only too
glad to have it ilonc. lt was to their
own interest to keep everything in
connection with their business clean;
they wereanxious to do the right
tliing.- There was not a man in the
business who did not wont to treat
the people right.
Dr Johnson said ii seemed that the
butchers were iiiiaiilnioiisly in favour
of inspection and he did not think
there should bo-any cildiculty in' com-
ing to suitable arrangements with
them, if they 'could 'all be got to put
their buildings and ,premises in the
some condition as those of Mr Blake.

for figures regarding Messrs Davis &

thai. lic had no authority to give any
'information in that regard. All who
wanted any facts in regard to inspec-
tion could get the same from Ottawa.

Miss Katie L. Mountain returned to

weeks visit to Charlottetown, where

Mr. W. Russel Oulton of Alberton
was in the city yesterday. Mr. Oulton
is owner of one of the lsland’s biggest
and most successful silver fox ranches
and is one of the best informed fox
breeders in the province having been
associated with his father, Mr. Robert
T. Oiilton and Hon. Charles Dalton
during the pioneer stage of the indus-
try.
Mr. A. E. McLean. one of Prince
County’s lending fox breeders was in
Charlottetown yesterday. Mr. Mc-
Lean is most optimistic for the future
of P. E. islands chief indiistry. He
informed the Guardian that their fin-
ancial agent Mr. Julian Dina wlio_ is
in New York City is meeting with
splendid success in interesting inves-

Major Bartlett returned last night
from Montreal. Mrs. Bartlett, who, it
will he remembered, was in a train
accident with Major Bartlett on their
way to Montreal, will not reiiirn for
sonio time as she is still under medi-
cal treatment, Her daughter, Miss
Bartlett,fremaiued in Montreal with
her. Major Bartlett was one of thc
125 passengers interned on board thc
Minto from Pictou to Georgetown for
