      There
      has
      been
      arumour
      around
      that
      there
      will
      be
     
     
      pedestrian
      lights
      constructed
      between
      the
      entrance
      of
     
     
      UPElIand
      University
      towers.
      Well
      there
      some
      truth
      to
     
     
      these
      rumours.
      The
      X-PRESS
      contacted
      the
      Depart-
     
     
      ment
      of
      Transportation
      and
      public
      works,
      and
      City
     
     
      Hall
      in
      order
      to
      find
      the
      answer
      to
      all
      our
      questions.
     
    
   
   
    
     
      First
      the
      Department
      of
      Transportation
      and
      Public
     
     
      works
      knew
      nothing
      of
      the
      proposal
      yet
      told
      the
     
     
      X-PRESS
      to
      contact
      City
      Hall,
      so
      we
      did.
      When
      we
     
     
      phoned
      we
      asked
      for
      some
      information,
      we
      found
      out
     
     
      that
      there
      is
      a
      proposal
      going
      on
      yet
      City
      Hall
      was
      not
     
     
      able
      to
      make
      a
      statement
      at
      that
      time.
      So
      there
      you
     
     
      have
      it
      folks!
      There
      is
      something
      going
      on,
      but
      what,
     
     
      we
      are
      yet
      to
      find

      No
      Smoking
      in
      the
      Kelly
      Building
     
    
   
   
    
     
      On
      Wednesday,
      October
      30th
      1991,
      the
      second
      floor
     
     
      of
      the
      Kelly
      Building
      was
      made
      into
      a
      smoke
      free
     
     
      zone.
      Upon
      investigation
      it
      was
      found
      that:
     
    
   
   
    
     
      1)
      asurvey
      was
      taken
      to
      find
      out
      the
      opinions
      of
      the
     
     
      users
      in
      the
      building
      with
      regards
      to
      smoking,
     
    

    
     
      2)
      Some
      Professors
      conducted
      an
      informal
      vote
      in
     
     
      their
      classes
      about
      smoking
      in
      the
      building
      and
     
    

    
     
      3)
      Professors
      with
      offices
      in
      the
      Kelly
      Building,
      were
     
     
      asked
      to
      vote
      on
      having
      the
      second
      floor
      entirely
     
     
      smoke
      free.
      The
      results
      are
      obvious,
      the
      2nd
      floor
      of
     
     
      the
      Kelly
      building
      is
      smoke
      free.
      However
      Professors
     
    
   
   
    
     
      are
      allowed
      to
      smoke
      in
      their
      offices’
      if
      they
      were
      so
     
     
      inclined.
     
    
   
   
    
     
      Various
      comments
      made
      in
      the
      Kelly
      building
      about
     
     
      the
      new
      smoking
      policy
      included:
     
    

    
     
      -
      elation
      from
      the
      non-smoking
      staff
      and
      students,
     
    

    
     
      -
      dissatisfaction
      from
      smokers
      who
      used
      the
      business
     
     
      lounge,
     
    

    
     
      -
      and
      indifference
      among
      some
      students.
     
    
   
   
    
     
      Smoking
      is
      permitted
      on
      the
      3rd
      floor
      of
      the
      Kelly
     
     
      building.
      Staff
      from
      the
      business
      office
      and
      business
     
     
      students
      can
      be
      seen
      trekking
      up
      the
      stairs
      for
      their
     
     
      routine
      cigarette
      break.
      The
      ventilation
      system
      on
      the
     
     
      3rd
      floor
      minus
      the
      professors
      offices
      does
      not
      appear
     
     
      to
      be
      adequate
      to
      accommodate
      the
      majority
      of
      ciga-
     
     
      rette
      smoke
      which
      can
      be
      seen
      in
      there.
      There
      were
     
     
      also
      speculations
      of
      health
      hazards
      as
      there
      didn’t
     
     
      seem
      to
      be
      aplace
      for
      the
      smoke
      to
      disappear.

      smoke

      filters
      into
      the
