Quesac, Sept 27.— — This mach igknown of the work of the Inter- national Commission, that two rather im- portant que-tions—sealing and Canada~ Alaska bhunodary —are practically settled. Strange as it may seem these topice have been dovetailed, andtu day the commia- siovers threshed them out in conference. It was supposed, a few days ago, as the settlement of the Canada~Alaska boundary question was purely a legal one, that it would be referred to an independent tri- bunal for determination, but it now ap- pears that the American commission have shifted their ground. They say that the report of Messrs Kiog and Mendenhall, the commissioners appointed in 1893 to pro cure all data necessary to the proper de- limination of the boundary, is sufficent to enable the commissicners themselves to reach a conclusion, and therefore they object to the reference of the subject to any other tribunal, The Americans adhere to the extreme view put forward by them for years, that the boundary line follows the Portland Channel, and that where «mountains “par ballel tothe coast” are more than ten mar- ine leagues distant therefrom, that the lire ehall follow the sinuosities of the coast. The effect of this contention weuld be to retain Dyea, Skagway aod Pyramid Har- bor atthe head of Lyon canal, in United States poseession. The Canadian commis- siouers, itis said, are not going to offer much opposition to the American view, but think they can make a “trade” which will be beneficial to Canada. The sealers are to be bought out by the United States — ships and outfits — but thers is the further question involved of national right to seal in Behring sea, and for this the United States must be prepar- ed topay. Ifthe right to sealin Bebring Sea be not legally conceded to the United States, then there would be nothing to prevent any Canadian from embarking nextyear in thie industry. The price which Canada will demand for surrender- iug her right to seal in Behring Sea is ac cess to the Yakon country for all time by way ofthe Lynn Canal—Dyea, Skagway or Pyramid Harbor, each orall, to b2 ad~ ministered jointly by both countries, and } possibly one port handed over to Griat Britain. How the British Columbia people, who have for years contended that the American claim that the boundary line should follow the sinuosities of coast is wrong, will regard the Governments sur- render to the United States, remains to be seen. Fri-nds of the federal Government argue that as the coast littoral has bern ‘n DYNAMITE GUNS —_——-_ Dynamite guns, such as are used upon the Vesuvius, are operated upon an en- tirely different principle from the ordi- nary powder guns. They have engines and boilers and air compressors and coolers and all sorts of intricate ma- chinery in a house not far away, by which the projectiles are fired. The dynamite or gun cotson or explosive gelatin or whatever the explosive ma- terial may be is contained in the pro- jectile only. This projectile is called an ‘‘aerial torpedo’’ by the manufacturers and is exploded by means of a fuse similar to any powder gun's. Dynamite or any other high explosive cannot be used in an ordinary cannon, because the powder would explode the dynamite before it left the gun, there- fore the system of using compressed air came into vogue as the only method of throwing dynamite toany distance. The air is compressed and passed along through various tubes before reaching the gun and is used at about 1,000 pounds pressure to the square inch, which is much less than the power of powder. Dynamite will be exploded at about 5,000 pounds pressure to the square inch. These guns are enormous affairs, smoothbore, 50 feet in length, made of the best iron, in three sections, flanged and bolted together and su pport- ed on a steel carriage. The carriage is mounted upon a stevl racing ring, sc called, and the system of handling is by means of an electric motor. As these guns are covered by a large number of patents they are very expensive, costing the government many thousands of dol- larseach. Fifteen men in relays are required to work them. The gunner stands upon a platform on the left side of the carriage, uses a fine telescopic sight, and when all is ready he pulls a lever which allows the compressed air to enter the gun, and the discharge takes place. These guns are all loaded at the breech, and the projectile is handled by a separate car- riage. The projectile is about 10 feet in length for the 15 inch gun, and when charged with 500 pounds of dynamite or gun cotton weighs fully 1,000 pounds. It is a steel tube composed of walls three-sixteenths of an inch thick and has a spiral vane at the rear. The fuse is a foot in length and weighs 2¢ pounds. This fuse contains two pounds and a half of dry gun cotton and a few grains of fulminate of mercury as a de- tonator. It is set to explode at impact or as the gunner may desire as to time.
