THE DAILY EXAMINER, CH get it out of the way. When such a vote i8 taken Royal Tempiars should make it as large as possible. The attitude of the government during the last session adds force to these convictions, and shows the | Decessity of increased watchfulness upon the actions of our politicians, The rumor- ed intention of the government to submit, | when the plebiscite is taken, a proposal | R. The least we have a| i os : . . r ° sh ata se 1 | he slow progress being made jn the righttoexpect as the fulfilment of the advancement of Our cause in the arena of past few years in parliament indicates clearly the necessity of some change in the machinery for dealing with this phase of the It is plainly evident that as &® national organization the Dominion Alliance bas not fulfiiled the hopes which in earlier years centred in it: and having its Construction it’ has so thoroughly ander the contre! of the politicians, that it has justly for- of the most earnest and advanced wing of the tem peranceforces Therefore, we hail with pleasure the pro- posed organ’ zation with the board of direct ors of thedominion council forthe formation of a National Prohibition Committee for Canada, com posed of representatives of all the great temperance societies, and would recommend tbat this MaritimeGrand Counel, by motion, appoint one of its strongest members to represent this pody atthe coming meetivg of the proposed National committee, to be held in Toronto pext October. Within our own juri-diction bave taken place in Nova Scotia and iu Prince Edward Island. In Nova Scotia a large number of the candidates, at the selicita- tion of the temperance people, gave pledges bearing on the temperance question. hut they were of the usual stereotyped charac- ter, showing that with them as witb the average elecior party interests have the first claim upou their sympathies. Io Yarmouth county Mr. E. C. Simonson ran asa straight prohibition candidate and polled a very creditable vote, considering that the two political parties bad regular candidates in the field. In Prince Edward Island the list of elected candidates does not indicate that the new house bas received additional strength to deal with the liquor problem. The recommendation of this grand body at its last annual session that the execu- tive should appoint a delegation to wait upon the New Bruaswick legislature and press for some improvement in the licen~-e laws has been carried out, but hes beeu without practical result. We eti!l regard the act of the legislatuge in arsuming con- tro! of the license machinery formerly in the hands of municipalities ae a retrograde morement, as the system in the new form is susceptible to grave abuses. At the last session of the Nova Scotia as3zembly previous to prorogation a bill wae intro- duced by Mr. Firmen McChure, who then repres’ ed Colchester cuunty in the local house, but ! as since been elected to the federal parliament. This measure W-:a first reading, and was ordered to be published for the infor- mation of electors. It las been done, and we are led to under-iand that the measure will be re-introduced at the coming session, with the support of a considerable section of the temperauce people of that province. The scope of the law is to apply, in sub- stance, the prowisions of the Canada qnestion, inherent defects in become feited the contidence Liberal promises is that the vote should be | taken on the principal of prohibition ' unclond:d by other issues, The necessity ot united political action is becoming more and more evident, and we would therefore urge al! Many sections of the new law are very strict, and if effectualiy operated would aid in the more certain prohibition of the traffic n the province; but the danger is that by grasping for the name the sub- stance wili be Jost, aud that the Scott Act and the License Laws which have run the gauntiet of the courts will be supplemented by a measure which haa not been tested, and as a consequence the liquor trattic will be practicaliy unrestricted, while the slow course of appeal is taken from court to court, until the constitutionality of the measure is affirmed by the privy conacil— a proceed ng consuming five or six years.
