The science of war on land has been de- veloped in Germany within the past half century as in no other European country, When the British Boer war was in pro- gress tho German people not only syrh pathized strongly with the Boers, but were the sharpest critics of our military operations. Now Germany has a little South African war of her own in progress. It is not against such redoubiable, civilized and sunerbiy armed warriors as the Boers but with the Hereros, a trloa of blacks, who have been driven into revolt by alle- ged German cruelty. They are half~naked savages, armed with spears. \Ve have, of course, only German accounts of the pro- gress of the struggle, but it makes a rather pitiable story. Of course the Ger- mrn troops were out-numbered, but not as much so as the British forces in former Knffir wars, or more recent-iy in Nigeria and Somaliland. But the German force makes no progress and has met with serious reverses. One German soldier with his modern weapons ought to be a match for ten Hereros. And yet according to the German account their forces have fallen into repeated ambuscades,sui1’cred serious losses, and are now disheartened and humiliated. The German commandant has ' cabled to Berlin an urgent entreaty for immediate assistance and stating that his men luck the nacessaries of life. In a word the entire campaign has been miser- ably rnismanaged. The rebellion has not been suppressed, but the natives have been stirred up to a pitch of fanatic violence, and the German force put upon the defensive. The Kaiser has expressed his strong dissatisfaction.
