The House of Commons met this morn- ing at 10 o'clock, and sat in secret session for some time discussing the question of outsiders frequenting the Commons restau rant afterthe city saloons were closed. Nhe Speaker promised to enquire into the matter, The balance of further supplementary estimates were passed, the gratuity to the family of the late Mr. White, Minister of the Interior, being reduced from $8,000 to $4,000. Concurrence in the resolutions was then proceeded with. There was an unusually large attendance at the prorogation of Parliament this after- noon. <A }joimt address from the Senate and House of Commons was read to the Governor-General in the Senate Chamber, to which His Excellency made an appro- priate reply. The Senate has decided, by a vote of 28 to 27, not to consider the Fisheries Treaty imopen session. The Republican Senators have considered the Fishery Treaty in caucus, and the understanding is that they agreed to sustain the majority of the com- mittee on foreign relations, and that no objections will be interposed to a final vote for rejection either by way of amgndment or hy propositions for postponement till next winter. Jt is to be concluded, there- fore, that the Fishery Treaty will be re- jected. This will not be done without considerable debate, Jt is understood that a number of set speeches have been pre- pared, to be delivered on both sides, and the debate may continue for some days, The fnsurance Combine, Monrreat, May 22. The Executive Committee of the Domin- ion Live Stock Assuciation lave taken eminent legal opinion regarding the pro- posed insurance combine, and they haye been adyised that they have a good action for criminal conspiracy against the Allan, Beaver and Dominion shipping companies, the Marine Underwriters’ Association and Lloyd’s.
