Mr. McCarthy adds to his argument a positive sort of opinion that Mr. Glad- stone never entertained the idea of delay favored by Mr. Labouchere and the Radi- eals. He takes the popular view that the Lords will throw out the bill and then Mr. ;Gladstone could call another session very early and bring in the home rule biil again. —Henry Clews, of New York, writes: ‘Our commerci+] and industrial in‘erests are now enjoyirg 4 very fair share of pros perity. Business is not only on a larger scale than ever before, as demonstrated by clearing-house returns and railroad earn ings, but it is also in an exceptionally sound condition. This statement being contirm- ed by the small number, as well as the character of, business failures. There would ba more occasion for action on the part of the British than there was in 1885, when the British Government gave Russia to understand that an advance on Herat would be met as an act of hostility. Mr. Gladstone was Premier then, as he is now, but the preparations for war were nore the less vigorons on that ac:ount. But the news that Russia has tuken the step report- ed needs confirmation. —‘*Facts, Not Opinions,” is the motto adopted by Current History, and well des- cribes the character of this unique review, which during the last year anda haif has deservedly attracted universal attention It is a book to ba looked at now, read at leisure, and kept always within reach. The present number, covering the second quarter of 1892, is an admirable example of literary condensation and gives evidence of increasing adaptation spend the time required to carefully wade through vast files uf newspapers and other periodicals in order to get even a fair out- line of the causes, proceedings and results of historical movements in various parts of the globe. It can be appreciated only by being seen, as the field it covers is world-wide. The commercial, diplomatic, and political relations of the various na- tions are nowhere else so clearly presented. What sort of references shall mistresses = servants’? writes Ohristine Terhune errick in a pertinent article upon this im. —- subject in the September Ladies’ ome Journal. First, let them be true. Women, otherwise honorable, have concerning this matter a preverted sense of right and wrong, a per- version that is, I dare to say, in seven cases out of tea, begotten of morai cowardice. The whilom mistress feels the recoil natural to a tefined woman from the torrent of abuse that would in al! likelihood be her portion were she to write a reference stating as clearly the defects as the virtues of the departing Abigail. In the other three cases of the the ten a morbid and entirely ill-directed consideration for the servant inspires the woman who will say only gool ofa faulty domestic, lest the latter lose tre chance of a good situation. She tails tocarry the result of her misplaced charity to its legitimate conclusion and to put herself in the place of the future mistress of the incompetent, ili-tempered or dishonest help whose last mistress lacked the courage to expose her in her true colors. 206+ 7o+e+o Norn Ir.—There is no mercury or any ingredient whatever in Everybodys Pills, They are gueranteed purely vegetable.
