Mr. Suturvan moved the second reading of the Bill entitled “An Act to commute the Crown Revenues of Princes Edward Is!and and to provide for the Civil List thereof, as well as fer certain compensaticu§ therein mentioned. He said the Bill is intended to amend the Act of 1851 which provides and that all the mines and minerals of the Island still be placed at the disposal of the Lieutenant-Governor in Council for the time being. It enables the Govern- ment to veet the mines in iadividuals who may apply for them. If any person applies for a graut on his own land it will Le grant- ed as a matter of course; but should the ap- plication be for a right to sink a mine on property the surface s»ilof which belongs to another, it will be necessary that the ap plicant shal! first obtain the consent in writ- ing of the owner of the soil. Thisis the leading provision of the Bill. It is further provided, that the grant shall be made free of charge ; and that in case of the discover- ing of » mie*, the Government may charge a Royalty not exceeding two and a half per cent. of the net protits of the undertiking This latter provision is similar to that of the Dominion Act of 1879 Motion cariied. The present law is not a bad ove; but it has not been well observed. Peddlers interfere with | the regular trade of the country.
