If the earnings of the Prince Edward Island` Railway were $7,000greatcr last year than in any pre- vious year, and if this year they will a mount to $15,000 or $20,000 more than they were last year, it will give Hon. gentle- men an idea of the loss that the province sustained during the sixteen or eighteen years when these facilities, which were stipulated for in the terms of union, were withheld. Perhaps it may he thought by some Hon. gentlemen that this is a new question, that it has only then brought up now or since the present government camo into power, but such is not the case at all. From the year 1881, right along to the present time the government of Prince Edward Island have memoralized and petitioned, time after time and year after ti question. Wearying and despairing al- most of getting any redress of their griev-~ ance, as it was pointed out this afternoon they carried the matter to the foot of the Throne and so impressed thc justice of their claim upon the Colonial Secretary Lord Granville, that although he stated that the Imperial government has had no authority to interfere in the matter he suggested that the Dominion government should undertake the buil- ding of tunnel beneath the Straits of Northumberland: at an expenditure of $7,000,000 or $8,000,000 in order to over- come the difficuilty of carrying out their agreement in thm respect. The people and the_Governrnents of Prince Edward Island never allowed this matter t0 rest, although the government that had been in power from l878right along for many years did nothing more than make a bare acknowledgementof the memorials and petitions that were sent to them. But the people of Prince Edward Island hoped for the time when a government would be in pewerin Canada thahwould dothem justice in this matter, when a Government would bc in power to which they might appealed with confidence. Well, they have appeal and they have brought: this matter _before the present Government. and I am proud and glad to be able to say that the appeal has not been in vain. - I believe that the Government has considered the matter fairly, reasonably and equitably. It may be, as my Hon. friend (Mr. Lcfurgey) stated, that the amount- is not suliiciently large, but I believe that the Government have taken a fair and reasonable view of the mntteiand that they did what they believed to be fair in- the interest not only of Prince Edward Island, but in the interest. of the people of Canada as a whole. I believe that this Parliament endorsed by the people of the Dominion will ratify this agreement.
