American People Will Stand Behind the President in Any Position. Wasurnaton, D. C., July 26.—President | McKinley, { am informed, is puttiog ia a deal of time studying first the possibility, of foreign intervention inthe war; and, second, the plan of operations in the event of such intervention. Itis a question that has been presented to the President and his advisers within the paat few days, not from a pew stand- point exactly, but with the knowledge that the European powers are’ taking 2 lively interest in its determination. Late last night a member of the diplo- matic corps said to me that the stories, which came from abroad last week about, the contizental powers haying formed a combination to protect their interests in the Philippines, and, in effect, to protest against a disposition of them that did not take into cousideration their desires, were based upon correspondence among them as to aconcerted eoquiry to be made of the United States Government as to its intention. It has been thought strange here that the representatives of European countries, after having only recently established themselves for summer at seaside and mountain resorts, should return to Wash- ington in the almost tropical heat for the purpose of calling on President and Secre- tary of State merely to reney assurances of distingaished consideration and esteem on the part of themselvesand tkeir re-~ spective Government. The French Ambaswador was at the White Heuse on the llth inst., and the German Ambassador last Friday. It turns out, according to the diplomatist res ferred to, that they all came back uoder instructions to make precise enquiries on the subject of the Philippine Islands. Not only «iid the interested European count- ries have these enquiries made, but Japaa and China, interested because of their proximity to the islands,aud of the pos- sible effects apoathem of a radical turbance of the relations of European na~ tions in the Far East, also aent their min- isters to ask similar questions. The answer made was, of necessity. somewhat vague and altogether gsneral in its nature, for the reason that the adminis~ tratiou does not yet know what will be done in these isiands. The coadition of affairs existing there was altogether un- expected, and rose out of fortunes of war that could not have been foreseen or guard- ed against had it been desirable to do sO.
