MorrreaL, Aug 16.—The second of the series of interuatioual vacht races between the Dominion and the Challenger for the Seawahanuka Cup, this afternoon, resulted in a victory for the Dominion by about balf a mile. The course was triangular and the wind was a good ssiling one, although light at the start. All morning the lake was like w mirror and the race was post- poned till one o’clock. The Challenger fouled the Dominion slightly at the end of the first leg and had the Challenger won Duggan would have protested, but as he! wou anyhow he merely reported the inci-} dent. Speaking of to-day’s race McVey, the Boston yachting expert, said : “It has been clearly shown by the racing thus far that the Challenger is the faster boat down the wind. As on Saturday in the strong puff the Dominion went tbrongh better than the Challenger. There can be no question as tothe Dominion’s greater stability, and this she gets from her two bulls, each of which has itsown centre of buoyancy. From what I have seen of the two boats the Challenger has not shown sufficient epeed im her down-the-wind work to offset the gain the Dominion pulls ont going to windward. There is nothing in the Challenger’s showing thus far to warrant tbe prediction that the eup will leave Canada. In fact, it looks asif it hada permanent home here.” ———S + —~ = ABBEY’S Effervescent Salt 18 *§ ODS] E99 06300 ——— Is mature’s own and is fully worth its weight in gold. —~—_~ 42444 If It’s Newson’s—Its Good ALA 2B4 . bows VOD d@ Zo Wo > O2O9S4 #urniture Prices. ... Russian Intentions. ——— Lonpox, August 16.—The semisofticia! Journal des St. Petersburg deprecates the tone of the British press and says :— “‘Rugeia does not contemplate fresh ac- Her only obs ject is to preserve the advantage recently gained. The Russian Government does not desire to injure the economic interests of Great Britain any more than those of any other power.” GREAT BRITAIN IMPATIENT Demand for Energetic Action, SITUATION HAS QUICKLY GONE FROM BAD TO WORSE. —_—- Think Lord Salisbury Should Show Russia Britain Means Business. New Yor, Aug. 16.—Discussing the Eastern question the London correspond~ ent of the Evening Post, cables: “The situation in China has gone from bad to worse this week by leaps and bounds. Contemptuously rejecting Eng- land’s oftered support against foreiga ag- gression, the Chinese Government has definitely thrown in its Jot with Russia, and has demonstrated the alliance by cancelling the contract with the Hong Kong and Shanghai Bank for the railway to Neu Chwang. This contract the.British Government is pub- lically pledged to uphold, but an anxious fear dominates all minds that Lord Salis~ bury will again give away. Lord Salis- bary is not a weak man. A weak man -would not venture to persist in a policy condemned by the country and many of his own party. Apvother rumor has been received to explain the meekness of bis diplomacy. Its said the Queen has laid upoe him her cominand that at all costs peace must be mainteiced for the remain- der of herreign. She will not sign, she says, a declaration of war against a Earo- pean power. I give you the rumor for what it is worth. One hears it whispered where one would not expect to find it. If there bea grainof truth in it, Lord Sslisbury’s position is a difficult one.” Harold Frederic in bis London cable letter to the Times says :—“It ia recognized everywhere pow that England and Russia are being drawn more and more swiftly toward an impasse where either of the two must retreat or a great conflict will] ensue. Timagine what gal! and wormwood it must be toa prond Englishman w en- counter the universal opinion from the press of the four quarters of the globe that he will be the one to turn tail when the ultimate crisis arises. Literally no one co imawine what a saddened disgust weighs dowa like plautinum on British epirits. The ideathat Lord Salisbury is notcoming back to the Foreign Office, which has beea mentioned of late in these despatches as timidly shaping iteelfin a few brains, has not become almost general property a mong politicians.” ACCEPTED BRIBES. Continuing he charges that both the Empress and Li Hung Chang are takiog Russian money with both hands to the knowledge of everybody, and, of course, each underlayer ip the worm-eaten mags of Pekin officialdom is absorbing as much of the aame alluring metal as it can. “This” he says, ‘is painfully immoral, and the English hold themselves tu be an excep~ tionally moral people, but matters have drifted tosuch a dangerous, not to say desperate, pass that they are secretly will- ing to lay aside some of their phylacteries aod go in and beat the Russian at his own game. Thereis, when it is considered impartialiy, something grotesque in the man with a hundred millions being out~ done in acontest of bribery by the man with one million, aud Parliament separates with a kind of tacit impression that during the coming six months recess this defect is going to be remedied. It will probably be done by a juggle of Indian finance where, Owing to the consiant necessity of diverting sums for the bribery of troublesome Rajahs and their favorites, a very elastic sysiem of bookkeeping and public audit prevails.’> Again Mr. Frederic says, in the course of his despaich: “ Few Evglishmen doubt that these coming five years will witness the great struggle on the Indian frontier with the Czar’s hordes. The entire mili- tary service regard the outcome of such a struggle with serene, almost jocund cunfi- | dence, but they chafe bitterly at being forced to wait till Russia’s railway expao- sion in mid Asia sha] provide her with the maximum of facilities for conducting such au invasion, Treating of the same question, the Lon don representative of the Tribune seys: ‘*Parliamenthas closed with debates on England’s China policy, which have caused dismay amovg the Government followers and with tae appointment of a viceroy for India, which bas filled the forward school with delight. By a singus! lar coincidence the same iseve of the Times, which contained the report of Mr Balfour’s speech, with hair-splitting polemics on spheres of influence and the “open door” principle, recorded M. Pavlofi’s success in vetoing the New Chang railway loan, in spite ot Lord Salisbury’s offer to guarantee China against the consequences of carrying out the con~ tract.
