13 The Guardian Gov't Agrees Death Benefits Scheme Optimal OTTAWA (OP) — The govern- ment has agreed to make optional an insurance scheme that would provide a maximum of $5.000 death benefits for civil servants and members of the armed forces. K. W. Taylor. deputy finance minister. told a Senate committee Wednesday of the government's decision which follows considerable criticism in Parliament and by civil service associations of com- pulsory and other features of the plan. Representatives of three civil service organizations told the com- Iriittea that the decision to make the scheme optional meets their objection: in part but. more time Ihould be given to study the plan affecting about 120,000 civil ser- vants and about iO5,000 service- men. Mr. Taylor said that the govern- ment would be ulllllig to make the scheme optional provided no more than 25 per cent of those affected remain outside the plan. It would be dropped if more stay out. He made his statements in open- ing a House of Commons foreign policy debate barely 24 hours be- fore he and Prime Minister Chur- chill fly to Washington for talks with President Eisenhower.
