In the United Kingdom as in Canada there is much talk about the redistri- bution of seats following the census. With us such redistribution as between the Provinces is a constitutional requirement. Each Province of Canada must have repre- sentation ln precise proportion to its popu- lation, leveled up and adj usted once in ten years. In the Old Country this is not | so. There have long been great inequali- ties as between the three Kingdoms,grow- ing out of the unequal growth of popu- lation. Ireland was somewhat under- represented when she was first united with Britain a. hundred years ago. Since then_her population has diminished almost one half and the consequence is that she has now more members than she could fairly claim. Some recent intimations by both Mr. Balfour and Mr. Chamberlain give rise to the impression that the Government have o in mind a measure for equallsiiig the represennation of the Three Kingdoms. The Ministers have had their patience sorely tried by thelrish members in recent years, and may naturally desire to reduce the numberof their troublesome opponents from the Emerald _'Isle. Should such a measure be proposed it would doubtless be seized uponas a new grievance by the Irish members. But the Ministers would have a logical basis for such a measure in the fact that Ireland now has 103 members while fairly entitled to but 72. If all were evened up England would lhave 499 mem- bers instead of her present 405; Wales would have30 members as she has now, and Scotland would have 60 where she now has 72. It will be seen that the loss would fall upon Ireland and the gain would be almost wholly to England. Otherwise the representation as between constituencies in various I parts of the United Kingdom is very unequal if tried by the Canadian standard. In Canada we have no pocket boroughs, and the cases are rare indeed where the larger constituency has twice the population of , the very smallest. In the Old Country the discrepancy is in one instance as great as 18 to 1. The borough of Newry in Ire- land has but 1,848 electors, and the Rom- ford dlvision of Essex has 33,556 electors. ‘ The average number of electors for each of the 670 members of the House of Commons is steadily increasing :and now ireland. 'l‘he six largest constituencies .n the United Kingdom contain 150,000 electors. and the 45 smaller constituencie contain 149,000 electors. Anything like equality has been hardly attempted. C. E.
