Lonpoy, May 22.—The Leader of the Government in the House of Commons (Mr. Balfour) made an important state— ment yesterday afternoon regarding the Government’s policy, which will be carried out next session, the object of which is to give Ireland an equivalent for the relief in agricultura! rates given to England. The Government, he said, propose to place both the poor law and co-administration ona broad, popular basis. Landlords must be relieved of all rural rates. At the present time land owners are liable to half the poor rates, which the Government proposes to pay hereafter out of the Imperial fund. The tenants are now liable for their half of poor rates and the country Jess, But the Government proposes, hereafter, to pay the country less out of tue Imperial funds. This change will be a double benefit to the two classes. Mr. Balfour explained that this will enable the Government to launch the scheme for Local Government which, he believed, would work safely and smoothly. He could not then give the details of this scheme which would place a large charge upon the exchequer. But, contiuued Mr. Balfour, it was a charge which the coun- try at large and unionists would not grudge if thereby they oculd see the way to carry jout reforms to which they had pledged themselves. Mr. Balfour was of opinion that every class of the com- munity would be disposed to regard with favor a change which he could not but think must prove one of the greatest re- forms carried out under the safest con- ditions ever euggested in the House of Commons. (Loud cheers). Mr. Carson, the Conservative member for Dublin University, and formerly Solicitur-General for Ireland, referred in terms of approval to the proposal of the Government. Orrawa, May 22.—Little of interest was done in the House of Commons yesterday afternoon. After recess, when the House of Commons reassembled, Sir Richard Cart- wright said : “Before we proceed with the business of the evening, I may mention that we re- ceived this afternoon a formal communi- cation from Her Majesty’s Government to the effect that they approved of the ar- rangements for a Fast Atlantic Line. The arrangements are those, substantially, which were previously communicated to the House. The estimates for Public Works, in- cludivg dredg ns, were then passed, and miscellaneous items, among which war a vote of $5,000 fer astatue to the late Hon. Alexander MacKenzie. Sir Charles Tupper, wuen this item was before the House, paid a warm tribute to Canada’s first Liberal Premier. he vote, he added, should have been asked for long ago. Sir Richard Cartwright said that these views reflected creiit on Sir Charles Tup- per. Events has he said justified the wisdom of Mr. McKenzic’s views.
