if l .ill ~l 1 »- W.. »; ,i-_ I LOS ANGELES, December 27.-The police were justified in dispersing the meeting yesterday of 1,000 unemploy- ed men at the Plaza at a cost of the life on one, the arrest of seventy-five, and the clubbing of many others, according to members of the Public Welfare Committee of the City Coun- cll. That decision was reached lute to- day ufter an official investigation of the affair, which convinced the com- mittee that the riot was started by 'the idle men themselves-the Indus- trial Workers of the World, and Mex- icans nnd other foreign-ers,-when the police attempted to stop a public meeting which was being held with- out a permit. It was decided to issue complaints tomorrow, charging disturbance of the peace against thirty-two of the l than upon rioting. A more serious charge-probably assault with a deadly weapon, will be placed against Jesu Savia, the Mexican accused of suibbing Police Lieutenant H. R. W. Krlege in the neck after having knocked him down. During the council‘s investigation a large number of witnesses were heard They included officers who were bru- ised with stones thrown by the riot- ers and some of the dlsturbers. A- mong the latter was Peter Catsorina, an Industrial Yorker of the World, who accused the police of having kicked and beaten the Mexicans about the Plaza. He said that as an I. W.
