Last night 15 drunks were taken to the cells, sobered up and let off without appearing in court. It is estimat- ed that over 1500 drunks every year can be released under the bye-law. Many people are not aware that it is the wravper of the tobacco which gives the color to the plug, and are therefore often decei.ed by a handsome outside appearance.
