To this end it is proposed to have a fleet of sixteen warships to couvoy the troops: It is believed that the navy will follow up the landing of troops by forcing the passage of the narrow channel leading to the harbor of Sautiago de Cuba, fishing up sunken mines and compelling Admiral Cervera to make a stand.
