I suspect that the hesita~ tion of the Boers is due to their changing their imperfect cartridges, their lack of support, and the backhanging of the Free State column. In my judgment, the Boers are no match for well-led British troops. Even their guerilla tactics can be checked without an overwhelming army of regulars. Recol- lect, that in arranging any peaceable seitle- ment, there is danger that the Kaffirs will conclude that England is afraid of the Boers and must be reckoned with. The burghers waut war.
