It appears, how-_ ever, that the J udges who tried the peti- tion against Mr. McKinnon have reported that treating was extensively prevalent during' the election, and also that the in- quiry had been rendered incomplete by the action of the parties to the petition, and that further inquiry as to the extent i of corrupt practices in the election is de- sirable. In consequence of this report of the Judges the Speaker is not at liberty to issue his warrant to the Clerk of the Crownin Chancery ordering a new elec- I tion until the House of Commons has taken action upon matter. Vi’hat action the House may take we do not know. It is within its power to make an address to the Governor General asking him (really asking the Government) to appoint aCommission to investigate all the mat- ters pertaining to corrupt practices in the election, and if corrupt practices are found toh-ave been extensive they mai inquire into the previous election in the same constituency also.
