Guardian Photo. come under Commons attack over a wide front ranging from its fi- nancial , " ' to an alleged im- balance of news coverage and news commentaries. Criticisms of the CBC finances, accompanied by charges of overl spending. followed a forecast given Saturday by Revenue Min- ister McCann that the publicly- owned corporation expects a def- icit of 520,000,000 in the current fiscal year. That was the reason. the min- later said, for "sensible" govern- ment proposals of interim financ- ing through grants totalling 318,- 500.000 for this year. Figures quoted l:y Dr. Mccann, who re- ports to Parliament for the CBC, indicated that the publicly-owned corporation will have to make up some 38,000,000 from its accum- ulated reserves, even after the grants, to break even. UNBALANCED COVERAGE Meanwhile. Russell Reinke (L-- Hamilion South) and Social Credit leader Low charged the CBC does" not give a balanced report of na- tional and world news coverage and news commentaries. The charges brought replies from George Hees (PC-Toronto Broadview) and Elmore Philpott (L-Vancouver South), but no cabinet minister replied. Mr. Hees. accusing Liberals of "whining." said he is "convinced that the CBC, The Canadian Press The British United Press and the press gallery generally report the news both fairly and objectively." Mr. Philpott Vancouver news- paper columnist and a former CBC commentator, said news "are absolutely fair in their political broadcasts." Canada had the fair- est system of political broadcasts in the world; COMMONS SPEED-UP . ,'l'he debate occurred during the session's first Saturday sitting as the Commons tried to speed con- ideration of a large volume of legislation and departmental spending estimates in an effort to reach prorogntion. now expected lbetween Aug. l1 and ill. Dr. McCann said that despite I grant of s6,25t),000 for CBC radio services. there would be a deficit .000,000 on sound broadcast- ing operatlons. A grant of :12.- 000.000 for television would go only part way to meet an antic- ipated TV deficit of 811000.000. .For the fiscal year 1955-56, ended last March 31, the CBC re- ported a net deficit of 31,358,000 after spending 388,572,000 for all its services. - John Diefenbaker (PC -- Prince Albert) said the 812,000,000 grant towards meeting the TV deficit should be a loan. A grant would only use an encouragement for fur- ther overspending. If the present trend of growing CBC r T- itures continued the corporation would be spending s1oo.ooo,ooo a year by 1961 or 1962. Mr. Low attacked CBC policies as "a hodgepodge of socialism and private enterprise. with so- cialism given the upper hand at all times." The private stations had done a "magnificent job" but he won- dercd how much more than could have done "if they had not been circumscribed, if they had not been kept down by the weight of CBC regulations." "The government policy is a straight out-and-out denial of free enterprise," he said. "In in judgment it encourages the board of governors (of the CBC) to look upon themselves as absolute dic- tators and omniscient manipula- tors." Referring to the presence of CBC Chairman A. D.
