Fewer Russians If the rate of increase of the last six months continues, Canada should easily exceed the l64.49O arrivals of last year. The pattern of innniltration this year-fewer aniivals from January to May and substantial increases in the summer and fall--reflects a policy being carried out this year for the first full year. The aim is to encuui-size arri- vals during the months when it is easiest to establish a home and find employment. In the 10-month period.
