Mr. Fielding made his fiscal statement yesterday atter- noon. said that the total was eiyht and a quarter millions current year. He estimated the total revenne at $39,- 300,000; and the expenditure $550,000 less —so that the surplus for this year would offset the deficit of laet year. Hence the increase of the net debt for the current year would be in the neighbor- hood of four and a ialf millions. Going on to the year commencing on the firet of July next, the Finance Minister estimates that when the full preference re- duction comes into force and foreign na tions are sbut off, our trade with England will be increased and some revenue will be lost. Secme tariff increases wou!d be made to meet this logs. For the next fiscal year, 1&98-99, he estimated the revenue at $40,500,v00. The main features in the tariff changes are in sugar and tobacco and the teriff preferences, It 1s proposed to restore the polartiss cope test of sugars. The increase in duty is from 8 cents to 24 eents according to quality. Oo unstemmed raw leaf tobacco the duty of ten cents per pound on stemmed is increased to fourteen cents in addition to the excise duties at prevent levied. The list of countries entitled to the pre- ferential! tariff are Great Britain, Bermuda Britian West Lodies, and any other British Colony or possession the customs tariff of which,on the whole, is as favyorabie to Canada as the British preferential tariff is to such colony or possession. The Finance Minister spoke for three hours and closed amid the applause of his revenue from !iquor for the supporters most of whom, however ap- peared to be disappointed that he had nothing more to offer. Mr. Foster, who is suffering from a bad cold, was present in the afternoon but did not appear in the eveniug. A fourth concession. Mr. Balfour said, only occurred a day or two ago, namely, :he opening of three new treaty ports, viz., Funing, Ye-Han aed Chin Wang. ‘This, accordisg to Mr. Ba!four, was a covsiderable harvest for two months’ negotiations. Relative te the German acquisition of railroads, Mr. Baliour said that, waerever they were con-t: ucted, they must be a benc- fii to British commerce. He _ preferred railroads and differential duties to ao rail-~ roads and no duties. «Later, Mr. Balfour said he believed that neither Germany nor Russia bad any intention of depriving Great Britain of any of her treaty rights in China. The Germans, be turther informed the House, bad given an asehrauce that the country acquired by them weuld be open iv the commerce of the whole world. The interests of Germany and Great Britain io China were identical, and he believed that the twu countries would be able to work hand in hand. Russia, Mr Balfour then said, had alco given an assurance; but he was bound to admit that the form of these sssuracces bad changed. Still aseurances bad been given that no British treaty rights had been abrogated by the recent acquisitions. Apri! 4—The announcement wae made on Saturday that Spanish offici- al were making inquiries about food sup- nlies at Halifax. Th's has. call- ed public attention to the question of food stuffs available for thipments at this port, It iskocwa that several large coucerne have been preparing for the event of war. All supplies to combatants would have to be delivered outside of the three miles limit. Not only will supplies be required for Spanish warships, bunt it is certain tocd supplies will be short in Havana. All rade with the United States will be sus- ‘pended, In th? matter of coaling warships Haii~ ac could do « big business. It is believed that at least 3,000 tons of coal a day could be shipped from this port outside the tere ritorial limit. From the Pictor coal fields alone from 1000 to 2000 tons could be landed here and shipped daily. Whatever coal that would be obtained from Cape B-eton mine would be shipped direct from the mines there and transferred to the warships off the Cave Breton coast. These appear to bethe cnly points where coal could be supplied in the time of war. i ! i Steur re mester Moytreat, April 5.—Statistice com.. piled here show that fifteen million pounds of British canital is invested in British Co'umbia’s wines though the dividend lists havemade a very poor showing. Orrawa, April 4-—The cabinet has been givirg consideration to the question of Manchester and Canadian steamship subsidies. It has been previously announce: ed that a company proposed to establish a fortnightly service with ships of the class of the Canada, for which a subsidy of fifty thonsand dollars was asked. The government has declined to pay that mach, bui has named a Jess sum which it is understood that the company will accept. It may, therefore, be ex- pected that the service will begin this year. Among the details yet undecided is the question whether the ships shall go alter - nately to St. John an@ Halifax, or wheth- er each ship wil! goto both porte, as the Beaver «hips ere doing this season, New York, April 4.—A special to the World from Havana says: Forty floating submarine mives have been secretly plant ed in Havana harbor by the Spanish gov-~ ernment, This informatien comes from officials, and is absolutely correct. The mines were laid in the narrowest part of the channel, between Morro and Punta, in two lines of twenty yards each. They are spherical, and float avout twenty-four feet under the surface. Each is attached by an anchor chain to a heavy cable anchored onthe tottom. Detonating wires ran ap the chaine. There is sufficient force there to paralyze the biggest chip afloat.
