Lord Roberts has now been in Bloem- onteinsix weeks and apparently must et clear his right flank from the Boer I i i it ii-lll euro forces before his advance northward to- vard Pretoria. The delay has been long ` to find adequate reasons for the cessation of any apparent progress since the cap- ture of Cronje and the occupation of the Free State Capital. The impression grows that the censure of Buller, VVarren and Gatacre by the Field Marshal is it factor in the delay, but the best British opinion stands heartily and confidently by Lord Roberts. \Ve hear little of Lord Kitchener of late, and it has been hinted that lie. too, lias made mistakes which have been rexnlrkecl upon by Lord Roberts. In Natal the period of inactivity is also being painfully prolonged. It is now nearly two months since the relief of Ladysmith, since which time Gen. Buller`s large force has accomplished very little of which ive have been told. The enemy is still in possession of north-eastern Natal where the earlier serious battles of the war were fought. It is not explained why the Boers have not been driven back, at least to the Drakensberg passes. Gen. Buller`s forces have been for all these weeks probably two or three times as great as those of the enemy in that quarter, whoars still occupying British soil. And Mafekingis still unrelieved. The town has now been closely besieged for over six months, and futile 'efforts have been made to relieve it from both the north and the south. We are now told that Gen. Carrington‘s force which has been sent round by way of Beira and Rhodesia cannot possibly reach Mafeking before the first of June, by which time the garrison, if not relieved in some other way, must be forced to surrender. In the meantime it is to be hoped that Lord Roberts` advance toward Pretoria may so far withdraw the pressure upon Baden Powells brave little band that at least their food supplies may be re- plenished. We may nnd some comfort, perhaps in reverting to Lord Kitchener’s campaign in the Soudan,where it- was thought the pre- parations were painfully slow and elabor- ate, but they led up to a series oi crushing blows, swiftly delivered and ended in a splendid triumph. But here we have not Dervishes to deal with, and are mic likely to be permitted to meet and crush the enemy in the open field. Pretoria, we are led to believe, is an almost impregnable fortress, and provisloned for a long siege. If it should yet take some months to come within striking distance of the Transvaal Capital we may make up our minds to see the dawn of the twentieth century with the war still on our hands. .i_....._,m The great cost of modern battleships is largely made up of the specially prepared steel plates with which their sides are protected. It was thought for a time that Ha.rvey"sed steel plates would prove ex- cellent for this purpose but is now found that Krupp plates are about 25 per cent better. The cost of a. ton of steel is but a matter of a few dollars, but the contract- ors demand $545 per ton for the 20,000 tons of Krupp plates with which to protect the United States war vessels now build- ing or projected. These are big figures, butso extensive and costly is the plant required for the production of armor plates that it is estimated that the Gov- ernment could not erect its own plant and produce the required 20,030 tons of plates at less than $1,060 per ton. It has been complained that Admiral Dewey has not resigned his high-salaried position as Admiral when announcing himself a candidate for the Presidency. He has all the precedents in his favor, however.
