S. Woodswortil and otllers to change the method of granting divorces, that is_ by the courts instead of by the Senate. This afternoon the amendments to the Fisheries Act. the result of the report of the committee on Marine and Fisheries, held the floor and dur- ing the debate the arguments pro and con urged in committee were presented. The discussion took a wide range and involved beam trawling. co-opcrative organization among the fishermen as advocated by the Royal Commission on Fisheries, the Can- adian ownershlp and construction of beam trawlcrs and other platter; Q1 interest to the Atlantic fishing in- dustry. An amendment to the government measure was moved by C. H. Cahan, Conservative. st. Lawrence-St. George and was accepted by Hon, P. J. A. Cardin, Minister of Marine and Fisheries. It provided that the mill- istcr may cancel fishing licenses at his discretion only after it has been ascertained by the report oi a. com- missioner, appointed under the pro- visions of the Enquiries Act, that the operations conducted under such a license are in conformity with the law. Previously no provision was made for fishermen to give evidence on their own behalf for any violation of the statutes and the discretion lay entirely with the minister. Hon. J, E. Sinclair. Liberal, Queens. protested that this would result in the creation of intricate machinery and suggested that the matter might be met on the basis of sufficient evidence of violation being presented to the satis- faction of the department.
