The claim is made by those who favor such ,a law that it is the duty of all elec- tors to cast their votes in parliamen- tary elections and that penalties _ should be imposed on those who re- fuse or neglect to do so, without hav- _iing reasonable excuse. This looks plausible enough at the first blush, ,but may be worth examining further. 1 At present there are usually from one quarter to one third more names on the electoral lists than there are ,V of persons voting at the elections. lfhe delinquent 25 to 33 per cent is made up of various classes. A con- siderable proportion of them are sick 1 or absent from their polling divisions, -or have important business which in ,their judgment requires to be attend- ed to on the clay of polling. These l may be held to have _ a sufficient ex- jcuse for not voting. l But the classes of whom we have p just spoken do not probably together , make up more than one half the non- T voting electors. The other half have ,diverse reasons for not going to the lpolls. A number of them have no i particular choice as between the ` parties or the candidates engaged in the contest. A number more have .an interest in one or other of the ,l political parties and would like to aid it in retaining or gai Jing power, but 5do not favor the man whom their li party has set up as a standard bearer. [Many other motives might be men- ftioned, but these are sutlicient for our 'present purpose. Bear in mind that l a.n election means a free expression of the wishes of the electorate. Would . Polls have been so multiplied that it does not now re- quire more than one hour for the ‘average voter to go to the booth, re- cord his vote and return. The voter who is now corrupt enough to take pay for his day would not be likely to suddenly reform himself because he was compelled to go the polls. It must be admitted that compulsory voting might check the one form of corrupt- would inevitably vote for the Liberal candidate if he voted at all, and the Tory voter, who if he voted would give his vote for the Tory candidate, accept bribes from the opposing part- ies to stay at home. It would also at best be a very partial remedy for the evils of bribery and corrupt practices. lVhat would seem to bo most important is that the electors shall be thoroughly educated by all boys at school-in the duties, res- ponsibilities and honors of citizenship, and taught the meanness and degrad- ation of vote-selling. There is room for a great work of moral suasion and enlightenment along these lines, and we are glad to find both the pulpit and press giving it increasing and earnest attention. >»»¢\-3--_.¢`._ A little bird whispers to the GUAimiAN that a. change has come over the prospects of the Governorship It seems to be settled that Governor Howlan will enjoy some extension of of his term and will again open the legislature when it meets. Hon D Davies is now reported to be rather iudiiferent to the honors and respon- sibilities of Government House and the powers that be are reported to be casting about for another to appoint- a rat-her difficult task in view of the number who have claims. One edect of the changed situation is to revive the hopes and aspirations of several persons before named. Another is the introduction of new names. It has been hinted that a. recently appointed Judge might be selected for the Governorship_if he would take it- thus preparing the way Fm- two api pointments. There are many other rumors and speculations, one of which mentions Commodore Welsh as the coming man.
