      movement

      managed

      salvage
      some

      years
      age,
      the
      government
      went
      on
      another
     
     
      budget-axing
      spree,
      shaving
      close
      to
      15
      percent
      form
     
     
      the
      Secretary
      of
      State
      Women’s
      Program.
     
    
   
   
    
     
      The
      government
      threatened
      to
      shut
      down
      more
      than
      30
     
     
      women’s
      shelters.
      But
      it
      ditched
      these
      plans
      when
     
     
      women
      mounted
      a
      fierce
      opposition.
     
    
   
   
    
     
      And
      thousands
      of
      community
      and
      social
      justice
     
     
      groups
      across
      the
      country
      are
      increasingly
      banding
     
     
      together
      in
      grassroots
      associations
      to
      demand
      respon-
