The vastness of the great northern empire, the numbérs and rapid increase of its population, the solidarity and compactness of its vast possessions,its manifold resources, increasing wealth and ambitious projects all challenge the apprehen- sion of the free governments of the q _ /§ world. ‘In a hundred yearsj said Napo- leon at St Helena, “Europe will be Cossack or___ republican.” There are yet sixteen years of the time unexpir- ed while Russia has made a vast pro- gress in making Europe Cossack since the days of Napoleon. And thereare lier vast Asiatic possessions, so im- mense that the whole of the United States and all of Euiope that is not Russian would be insumcient to cover Siberia. And this vast region, which other nations have been accustomed to think of as a barren waste, is now found to be rich in almost ever y natural resource of soil, forest and mine. Itis only two hundred year-: since Russia emerged from baibarism and adopted in some sort the manners and methods of a civilized state. Peter the Great ruled about 5,000,000 square miles. The present Czar holds absolute sway over 9,000,000 square miles- Within the century of which Napoleon spoke Russia has advanced her frontiers toward Stock- 600 miles, toward Berlin 700 miles, toward Constantinople 500 miles and toward India l,300 miles. More than one half the area of Europe is in her possession, and all northern Asia. She has l30,000,000 of people and has increased her wealth almost threefold in the past thirty years. Mulhall esti- mates itas£2,818,000.000 in 1864 and £6,524,000,000 in 1894. The annual product of the manufactories rose from £l77,000,000 to £380,000,000, and internal trade from £560,000,000 to £1,030,000,000. From 1850 to 1896 the railways of European Russia in- creased from 310 miles to -23,308, or seventy fold. Russia is also the greatest producer of breadstuifs in the world excepting abilities, untammeled by those moral ance at sea, but could not conquer Russia, materially 'cripple her power on land.
