Insurgents: Are Likely te Cause TROUBLE FOR THE AMERICANS AT MANILA, Situation Sized up by aCorrespon- dent of the London Times. Loxpoyx, August 2.—-A despatch to the Times from Cavite, dated July 26th saye :— “It is becoming more apparent daily that there are serious complications ahead. The Americans never made a greater mis~ take than in bringing Aguinaldo and the insurgent leaders here, giving them arms ano ammunition for the free use from the Cavite arseval. Aguinaldo fearing annexa~ tion by the Americans, openly opposes them. “Either he bas been corrupted by some foreign power, or he has a false notion of ‘ the strength of the Philippine revolntion.- ' aries, failing to recognize that the receot successes are due to the concentration of Spanish strength at Manila consequent upoo the presence of tae Americans. Al-~ though he admits no foreign recognition, he talks of his government and dictates to the American authorities in absurdly in- flated terms. “He has compelled the natives at southern approaches to Manilla to register their bullucks, ponies and conveyances, iv~ structing the owners not to supply them to Americans for transporiation without his sanction. “Brig.-Gen. Anderson promptiv adop‘ed firm measures, warning Aguinaldo that force would be used to impress the means of transport which were ultimately forth- coming. Aguinaldo’s attitude makes fut~ ure operations against Manila problem- atic. “In my opinion, Manila, with the aid of the fleet, might already have !een American. Nothing but the complicas tions with the natives prevented an ad~ yence. Now the violent rains bave s¢t in, making camp and field operations arduous and threatening the health of the men, which until now has been excellent. “Aguinaldo’s forces encircle the city, making daily acd wightly attacks. The Spaniards still holdthe whole of the su- burbs. Occasional sorties are made, in which the loss of life is slight. Two miles behind Aguinaldo’s lines, south of Manila five thousand American troops are encamped. The remainder are at Cavite. Aguinaldo is understood to have objected to the advance of the Americans to ground captured by the insurgente, forgetting that his landing was eflected by the grace of the Americans, “Tam convied that the Filliponos will never capture Manila unaided, and that if the Americans withdraw, the fate of the natives under Spanish rule wi!l be worse than before. There will be constant fight-~ ing and trade extension would te impos- sible. Thebest solution of the political situation would be that America admnnist- er the islandfirmly and justly with the natives and insistingoo their immediate disarmament.” aes : : e Sa eee boots for $1.25 Dongola Shoes 89 cents GOFF BROS ANOTHER TRAGEDY OF THE OCEAN A Steamer Crushed in « the lee AND EER CREW DRIFT ABOUT FOR TWELVE DAYS.
