This, 1 think, can only be cone by establishing municipsl councils and hav ng them perform almvst all the work now jone by our Legis'atures; they can do it much better and at less cost. And in order to bring that about seme wove should be made towards dividing the | iand into suit- able municipalities. And if any impedi- ment were neceasary to be placed in the way of a straight majority vote, a nive- tenths vote, instead cof a two-thirds one, was quite sufficient. The amendment re- garding women voting should have been inserted in the bill. Our countrywomen are saving aud industrious, and are as in- tellectual and as well educated as the men, and should not be taxed unless they are allowed a voice in chosing the persons that frame the laws. The small quantity of ice formed on our harbors the past winter, and the heavy ice outside and around the Island, has, I think, closed the mouths of everyone that cavilied against the theory that the cold water and the ice that comes in through the Straits of Belle dsle is the cause of much of our coid weather and late spring=, aud that if the Straits were dammed ineal- culable bencfits would follow, and the terms of union could be carried out with- euta tunnel. 1am of the opinion that the Dominion Government know very little about this matter, and what little informa- tion they have is mustly erroneous. It is probable that they will lay out a consider- able amount in a short time boring the bottom of the Straits with the view of mik- ing a tunnel. Our Government should mrmorializs them, showing that closing Bel e Isle Straits would be more to our m tereats than the tunnel; and that it they would offer to connect the Lab- rador portion of Newfoundland with St. Johu by rail, aud make it the commence ‘meat of a northern C.
