Part In Seaway Project WASHINGTON. Jan. 3 --(AP)- Senator Alexander Wiley (Rep. Wis.) Friday proposed limited and ism-costly participation by the United States in the construction of the proposed st. Lawrence ses- way. He said that in the session of Congress starting Saturday he will introduce a new-type bill ior U. S. participation with Canada in the multi-million-dollar under- taking to open the Great Lakes to ocean-going ships. Wiley, prospective chairman oi the senate foreign relations com- mittee. sald he is hopeful of fav- orable action. The legislation be outlined would set up s st. Lawrence seawsy de- velopment corporation for the sole Purpose of building that part of of the seaway canal which is at the International Rapids section on U. S. Territory. Wiley said the corporation would have nothing to do with the power phase or the project and would be financed by self-llquid- ating bonds. For the U. S. Wiley, said the amount of money involved in the undertaking would be less than Sl00,000.000 compared "with the 5566000000 U. 5. total which was involved in previous seaway legis- lation." Casualties WASHINGTON, Jan. 4- (AP) - The Communists have sufiered 10 times as many casualties as the United States in Korean itighting. the U.s, Defence Department said today in s year-end summary. The department placed the toll of enemy casualties inflicted by Un- ited Natlons troops at 1,299,901, compared with 128,845 U. 5, killed, wounded, missing and captured. The Communist casualties were corrected to Dec. 1, the US. fig- ures to Dec. 26. The latest reported on casualties among Canadian troops lists 239 dead, 9l.'l wounded, 28 missing. 85 injured and one prisoner or war, a total of 1,266. Best estimate of total UN casual- ties comes from a Dec. 13 survey which indicated 364,370 UN troops had been killed, wounded, missing or captured up to that date. The same survey estimated 1,764,940 for Communist casualties, including 349,000 wiped out by plague and illness, . U. S. air losses apparently have outnumbered those of the enemy 2 to 1. Despite this, the air force reported the F-86 sabre jets are maintaining a 9-to-1 combat ratio over the Russian built Mtg-15. The high American air losses were rxplaiiicd by the fact. that U.S. air units are continually bombing enemy strrmgholds heav- ily deiended by anti-aircraft guns. A navy summary showed the loss of 1016 US. navy and marine air-I craft in combat or from operation-i al causes from the start of the Kor-I can war through Dec. 1. j The summary estimated that navy and marine corps aircralt, have accounted for more than 100-1, 000 enemy troops, and that navali aviation aircraft have destroyed 921 enemy planes. , The air force reported it lost. 633 planes through Dec. 31 - 95 in aerial combat, 485 from ground fire, and 103 from other causes. The air force estimated it has destroyed 700 enemy planes - in- cluding 54.3 Migs - probably de- stroyed 125, and has damaged 789.
