Mr. Campbell has declined a seat in the Cabinet. He is still seriously ill. MonrreaL, Oct. 25. The Ottawa Hotel creditors have accepted 25 cents on the dollar. Local manufacturers met to-day to arrive at an understanding regarding the tariff changes to be asked of the Finance Minis- ter. A general convention of trade dele- gates will be held later to harmonize the various views. Patrick Rooney, wholesale dry goods merchant, is insolvent ; liabilities $60,000. Section foreman Skates, returning home on the track last night on a hand car, was run into by a train and killed. Hurst, of Nottingham, England, is or- ganizing an Ocean Steamship Company for the live stock and provision trade from the West, through Montreal and Liverpool. A Grit paper here, referring tothe Globe’s onslaught on Mr. Tilley, says : ‘‘ We think Mr. Tilley, having been elected by St. John on a party issue, and with the cer- tainty of entering the Cabinet, has a reason- able claim to hold his position without fur- ther question.” Sir Hugh Allan, President of the Mon- treal Telegraph Company, and Messrs, Swinyard and Hosmer, of the Dominion Line, have gone to New York in connection with a pooling scheme between the two companies. It is reported that Hon, Mr. Campbell has declined the Postmaster-General’s port- folio, probably on the score of ill-health, Mr. Campbell being very sick. A protest has been entered against the return of Dr. Christie, the Government member for Argenteuil. Startling develop- ments are expected. The grossest bribery and corruption were resorted to to defeat Hon. Mr. Abbott. Bern, Oct. 25. The return of the Russians towards Con- stantinople wa3 only commenced after the Porte had rejected the drait of the new treaty demanded by Russia. A demonstration against English mem- bers of re-organization committee is prepar- ing in Eastern Roumelia. A Pera correspondent understands that the British Embassy is well satisfied with reforms as stiadated by the Sultan. CONSTANTINOPLE, Oct. 25. The Persian Ambassador has assured Minister Layard that the report of an un- derstanding between Russia and Persia is unfounded, and that Persia will observe strict neutrality. ATHENS, Oct 25. Intelligence from the frontier Provinces has been received that an Albanian league mustering 100,000 men is resolved to re- sist to the death the cession of territory de- manded by Greece. Vienna, Oct. 25. Negotiations have been going on here for the past few days for the conclusion of an offensive and defensive alliance between Servia and Greece. St. Pererssure, Oct. 25. The semi-official Journal de St. Petersburg commenting on the reference to Afghan question in Sir Stafford Northcote’s recent speech, says :—‘‘ If Great Britain is aiming at the extension of its frontier in Asia, an attempt to carry out such a policy might easily lead to serious complications.” BomsBay, Oct. 25. As King Alfonso was driving through the street known as Calle Mayor this even- ing, aman in a Blouse discharged a pistol at him. The King was not touched and continued on his way to the Palace amid the acclamations of the crowd. The as- sassin was immediately seized by soldiers and taken to prison. The would-be assassin of the King is named Juan Moncasi, aged 23, and a cooper and native of Tarrakone. Lonvon, Oct. 25. Steps are being taken to organize a re- ~ oe for shareholders of the Glasgow ank. The iron masters of the North of Eng- land have decided to reduce wages five per cent. on the 30th of November. The operatives will propably resist the reduc- tion. Lonpvon, Oct. 26. The Crown authorities have appointed ® lawyer to investigate the affairs of the Glasgow Bank. The investigation will ex- tend back to 1857. Duesuin, Oct. 25. Cardinal Cullen was taken suddenly ill yesterday afternoon and died about four o'clock. He had been in delicate health ever since his return from the Conclave at Rome last February. On Wednesday he complained of pains in his chest; on Thurs- day morning his malady was pronounced se- rious, but not dangerous. Suddenly he began to sink, and passed away without pain, Dr. McCabe, Coadjutor Bishop, is likely to succeed him. The Cardinal leaves a large fortune. The Catholic citizens of Dublin will wear mourning until the Month’s Mind. Lonpbon, Oct. 25. A Vienna correspondent says if the latest news be true affairs near Constantinople are more and more assuming the same semi- hostile phase as before the meeting of the Berlin Congress. The Turkish troops have been moved into the positions vacated by Russians, and earthworks are being repaired and armed before Constantinople and Gal- lipoli. The Turks are arranging to increase their forces and summoning half-pay officers to active duty. A special committee for defence of the capital has been formed at Seraskierate. The New Cabinet. OPINIONS OF THE PRESS. (Chignecto Post. ) The new Government is formed, and writs have been issued for the re-election of the Ministers, which takes place on the 11th Nov., nomination being on Monday week, Nov. 4th. It must be confessed that Sir John has aec- complished a formidable undertaking. The difficulty that confronted him was not the poverty of talent which, in Mr. McKenzie’s case, compelled him to accept men of inferior type, as Coffin, Ross, Laflamme, Smith, etc., as Privy Councillors; but it was the very su- perabundance of brilliant men who are the recognized leaders of his party, that embar- rassed him, Distinguished statesmen like Thomas White, Caron, Robitaille, McPherson, McLellan (Colchester), Colby, Ryan, Trudell, McDougall, and others, s equal in ability, in experience and in publie confidence with (excepting Tupper and Tilley) any to whom he has given Cabinet seats, The Greek General looking at his war-scarred veterans of a hundred victories said, ‘‘They are all he- roes.” Sir John, in like manner, might well say, ‘“They are al] statesmen.” Not even at the time when he formed the first Government of Canada, and when it seemed that éach Province gave its very best blood to uphold his arms, was Sir John A. A St. Petersburg journal recently said that, in case of the Ameer’s defeat, “‘the fiction of a neutral country intervening between the Russian and the British sentinels will cease to exist.” Another went so far as to sa that ‘‘whatever may happen, Russia wi never permit the incorporation of Afghanis- tan by the English,” and that ‘‘she will de- clare war upon us rather than to permit us todo away with the Ameer.” We with the ‘‘Times” that it would be folly to attach any importance to such idle vapour- ing, which is worthy of notice only because it brings to light the relative interests possessed by England and Russia in Afghan- istan. Tue CHARGE AGAINST THE GLAsGow Bang Directors. —These Directors are charged with ‘‘having, on various occasions, between the years | 3 and 1878, by fraudulently falsify- ing the books of the City of Glasgow Bank, representing large sums of assets as assets of the said corporation, which were not truly so ; that they falsely, fraudulently and wilfully understated the liabilities of the bank, and by reparing false balance sheets, repeating said false statements, and. submitting same to the shareholders, and concealing from the share- holders and the public the true state of the liability of the banking company in question,” It is stated that while the charge was bei read some of the Directors shed tears, and a locked sadly broken down.
