On the other side the assurance felt at _the outset that Quebec Would Certainly prove hostile to prohibition has lThe great French spea ing province iis now in the doubtful column,t_hou_gh still likely to give an anti-prohibition majority. There is evidence fhilb the electors of Quebec have, as 8 bodv, no favor for the liquor trailic, _and were their spiritual advisers as unanimous as are the Protestant clergy there would be no doubt _ of a 'large majority there for prohibition. French Canadians are in the main very moderate in their consumption of intoxicaiits and a large number of them are total abstainers. There are also a goodly number of the Roman Catholic clergy_who are using their indueuce for prohibition, though they are in a minority among their fellow priests. Were it not that the weight of the hierarchy inclines to the other side the result of the vote would 110% be doubtiul. As it is there will probably he a much larger vote unpolled in Quebec than at an ordinary election, and very many of those Who stay at home will be of the class who, if they voted, would give their voice for prohibition. Hence the fact that the liquor party are making every effort to induce the habitants to stay at home on plebiscite day. The result in Quebec is looked upon a vital, as it is not believed by the liquor mei that the government, as the strong. opponents of coercion in the case of M. ni o`=a, _would propose a prohibitory law with Quebec or any otherprovince opposed. But if Que- bec shoulrl, with all the other prov- inces, give a majority for the aboli- tioa of the fraflic, then the govern- ment would have no alternative but to introduce a bill at the earliest op- portunity They would have no way of escape, even if opposed to the policy of prohibition. Plebiscite day is now only about a week in the distance and therefore we shall soon know what the moment- _ous decision will be. There is a moral gra deur in the situation that surpasses any previous occasion on which the people of Canada were called to vote. The people of the entire nation have the fate of the liquor trafiic in their hands.' The gates are theirs to keep open or to fclose so far as the whisky trade and the saloons are concerned. If the majority decides rightly then Canada will stand foremost among the nations in this great reform. If the vote turns out otherwise then the victory is only postponed. The light will be renewed and even a defeat on the 29th will be but the near precursor of victory iii a later year when Quebec shall come into line with her sister provinces. -_-ii-C .
