Carter pre- siding. ' The statistics given by Secretary Roberts showed that of the communi- ties in the province sixty-nine per cent. were "dry” and thirty-one per cent. had a license. The number of communities without a license was 661, compared with 295 with a license. Ald. Carter welcomed the delegates to the thirty-second annual convention of the Quebec branch of the Dominion Alliance. It had been an important year in thc Alliancc's history, and he instanced the delegation to _Quebec last April, which had been the most influential delegations in the history of the allianc and had been received ernment. They had taken :heir own lands in the Northwest. New Brunswick had no Experimental Farm. 1 MR. MATHIESON wanted to know why it was necessary to pass this legislation at the Dominion had not asked for it. He has read from the Auditor-General’s report that the Dominion had bought private land in Saskatchewan and paid $8,000 for it, notwithstanding the enormous subsidies given to that Province, He .claimed that ln every matter between .he Dominion and the Province the nteresis of the Province had been sacrificed, and now the government vere preparing to offer a gift before t was asked. HON. Mil. RICHARDS thought the Dominion certainly expect to get this lot on the same terms as they got the present farm. They wanted a larger farm, and would not have con- sented but with the understanding that they should get this additional six acres. They offered to pay all ov- er $100 per acre, up to $150 per acre. He thought the Provincial gov- ernment was in duty bound to lease them this land. Mil. If them -was a point of honor involved whore was the honor of the Domi- nion agent who said they “were not buying lands," when they had bought lands in several cases for Experi- mental Farms? Th-e matter was man- aged in slipshod fashion. An agree- ment to buy land should he in writ. -ing. It was said 'that if the Domi- »nion did not get this plot Mr. flaun- rlers would be disappointed. The in- terests of the Province were of more consequence than Mr. Saunders' feel- ings. Any way, he has resigned. We are asked to 'pass this bill to :cake the Dominion -3, present of this lund, which cost the Province $900, The City of Charlottetowiu bought this land first for a jail site and handed it over to the Province for that pur- pose and not for any other, This transaction shows how: completely this Government stanids for the Dom- inion in every case against the Pro- vince. HON. B. GALLANT and Mr. Mc- LEAN continued the discussion. Mr. ARSENAULT sal-d if the Domi- nion wants the land which the Pro- vince bougbt for B jail site it should take it off our hands at what we pay for it. The Dominion is rich and the 1’l'0ViuC6 poor. We have to borrow the money to pay for this lot. Why give it away to the rich Dominion. HON. L. McLAUG1-ILAN claimed that the Experimental Farm in Nova Scotia was for the three Maritime Provinces. New Brunswick has none, and the farm here was an extra gift to this Province, a proof of the bene- fit of having the two Governments in line. The Premier had given much time and trouble to secure it and we should not make too nfuch of small objections. Mr. McKINNON said the jail lot in the city was worth practically as much as the whole Experimental Farm. That was what was given to the city. The Government got a lot in exch-ange costing $900 which now they want to give away to the Domi- nlon. Mr. CROSBY praised the Experi- mental Farm, which would be of great benefit to the farmers. To make it more useful to our people the Gov- ernment would be fully justified in giving thc additional six acrin. Mr. DOBIE opposed the bill. He held the Province was entitled not only to the Farm ‘qut to experimint- al stations in various parts of the Province such as they had in other Provinces. Mr. IRVING briefly defended the proposed addition to the farm which would probably add greatly to its usefulness and benefit to the farming community. Mr. McDONALD, (Georgetown), thought the advantages of having the farm near the city were overrated. It was visited mostly by citizens who are not farmers, but merely sight- seersi He held that the Government was very lax in their dealings with the Liberal Government at Ottawa and ‘very ready to fall in with any suggestions from that quarter whe- ther they were for the benefit of the Province or not. Mr. MATHIESON said the whole transaction was ilrst a swap with the city of B square worth thousands of dollars for a lot in the Royalty worth $900, and now giving this lot away to t-he Dominion. It had not been shown that the Dominion need- .ed more land or had asked for more for the Experimental Farm. HON. Mr. CUMMISKFX replied that the Opposition would. always oI\- pose anything the Government might do. The bargain made in regard to the Experimental Farm had been dis- cussed before the people and at no public gathering had it becn con- demned.
