His recent Brandenburg apeech has been criticised almost ss freely asif he wasnotthe Kaiser. If the tele- graphic news te true the leaders of National-Liberaland Freisinnige Parties in Reichstadt, have been exchanging con- tidences with a view to eoncerted action against the Emperor's absolutism. These parties have widely divergent programmes. But they intend to unite and show the Em- peror that he cannot carry matters with too high a hand. It is said that the question discussed in the lobbies of the Reichatag has been what plan of eampaign cught to be adopted against the Government. The leaders of the Freisinnige party want to challenge openly the pretensions of the Emperor by raising a debate in regard to the pending press prosecutions. The more cautious National-Liberal tacticians, how- ever, advocate the adoption of a pelicy of obstruction in the Reichstag and Landtag in the consideration of the estimates, using whatever constitutional checks the deputies have on the Government in granting «r withholding munoy. This latter policy has already been adop’ed in respect to an appropriation for the construction of cruisers and corvettes. the Reichstag hav ing refused to pass it. While domestic affairs are thus compli- cated, the relations of the Emperor with the outside world are not apparen'ly very cordial with either England or Russia. The Czar is reported to have responded tu his threat to “pulverize” Russia by the re mark that he wonld have “pleasure” in throwing a half million of man across the German frontier These compliments may, perhaps, result in action. A brush between the two nations would, probabiy, have the effect of mdding both autocrats of some of the trovblerome domestic questions by which both are worried. Retes and Comments. —Five years of power added $13 000,000 to | the provineial debt, increased the annual ont- ay by over a million dollars, produced an annus: deficit of six hundred thousand dollar, and took from the treasury to put into the pockets of himeelf, his colieagues, his follow- ers in the Legisl.ture, his relatives and political associates, as has so far been estad lished on uncontradicted testimony, a sum ef over three hundred and thirty thousand dollars. Yet Mr Mercier seems to think that heis antll-used man now that the pople have relegated bim to obscurity. — Ic is not probable that there is any truth whatever in the report which cornes from Washington that the United States creisers will once more seize Canadian schooners in Behring Sea unless the modus vivendi is accepted by the British Government. The American Government at the demand of Lord Salisbury ceased from seizing (‘anadian seal- ers in Behring Sea during a. whole season prior to the signing of the modus vivendi, and it is extremely unlikely thst it will renew a course which under the circamstances is manifestly franght with great danger. If the American goverument interferes with Canadian vessels it will run the riek of ending the arbitration treaty an! will, besides. have to assume the responsibility of endanger- ing the peace of the knglish.speakiag “orld. —In the Provincial Legislature of British Columbia a few days age, the Hon J GH. Turner, Minister ot Fivance, movei a resolution regarding the Bebring Sea fisheries, urging the Seow government to grant compenstion to sexlers for jos-es sus ained ingt season, and to refuse to renew he modue vivendi for ano her year, Mr. Turner said that fifty-one vessels in the province were engiged in se ling, fortv-six registered iv Victoria and five in Vancouver. Besides there were sixteen now on the way from Nova cotia. The pumber of white men sctuaily engaged is over 800, and 54! Indians are likewise employed. Premier Robson ssid the time had now come when the British Columbia goverment must speak with no uncertain sound and d mand her fuil rights —Under the heading ‘‘Another Ameri- can Biusterer,” the London Times a few days ago printed a letter signed **Capt. Frank Scott, 37h Pennsylvania Rifis,” protesting a ainat what the writer calls the Times’ interference in American politica, because Mr Egan is an Irishman. The writer of the letter says that in the event of war between England aad the United Sates Canada will be captured before England has time to act, that a heavy fl+et of steel cruisers will blockade the Eaglish coast within five days, that Liverpool will be destroyed, that £ gland wiil be overrun by an American army of two million men in a couple of montha, and much more t the eff-ct that Great Britain will be blotted out from the map of the world. —The Wintipeg Free Press remarks that the claira that the Catholic vote in Ontari» ir going svlid!y for the Octawa Government is not borne out by the returns from E 8 ~imeve: The township -f Medonte, which has a cepsiderab'e Catholic vote increased 6% Cwnservative m:j -rivy from 13 l-st sear to 44 thie; but thie may be owfug to other causes Ori 1. to nehip has also # considerab'e Cath nic vote, and he majnity thee is 7, g-inst 9 ayearego. Yesterday being the feast of St. Thomas Aquinas, the great C.th: lic theologian and philosopher, was celebrated, as usual, in » mt befi ting manner by the faculty and students of the Ottawa University. On Sunday evening the stadents of the facuity f theology gave an entertaiment, consiat- ng of dissertations on subjects of Christian jvctrine. Yesterday morning His Grace the Archbishop of Ottawa celebrated pon- ‘rtical high mass in the university chapel, and immediately following there vas a pub- lic philosophical discussion in the academic hall. D. Murpby, B.Ph , president of the St. Thomas Academy, delivered the opening address) Mr P. Cullen, ‘93, then read a thesis “On the Nature of Logical Truth,” which, together with the Thomist dostrine with regard to skepticiem, he de ended against the objec- tions advanced by Friara Maurice and Seb- astien. Following this was a dissertation on * The Right of Private Property,” by J.T. McN.lly, B. Ph., who had to answer the objections brought forward by D. Murphy, B. Ph., and A. Charron, B. Ph. Che discuasion showed on the part of the dieputants much familiarity with the Latin tongue, and with the syllogistic form of argument, and a full knowledge of the sub- ject treated. His Grace congratulated the students on their philosophical ab‘lity, and When in the Erernal City, His Holiness Leo XIII, in speaking of the University, «xhorted him to educate the young men under his charge tu be stauach defenders of truth. After listening to to-day’s discus: sion, he felt satisfied, he said, that the lsbours of the facuity of his alma mater would bring about the real gation of the fondest wishes of our Huvy Father. — Ottawa Citizen, 8th Murch. {Our readers will doubtless recognize in he names of Cailea and McNally, Bo Ph . the two Island boys who are carrying everything before them at the Oirt«wa University. Weanticipate that our Or: tawa correspondent will have something to easy about them in next week's letter Meanwhile, we c ntent ourselves with con- giatulating not only their relistives, but Islun‘ters generaliy, upon the way in which these young men are distinguishing them- scives.— Ep em + Crapaud Notes. La grippe is prevalent in this part of the country, aniin coisequence cur medics! men are kept busy. The Division which was organized about 4% mouth ago is progressing. Business men are complaining of dull times at present, but I think this cau be attributed to the almost impassable state of the roads. The pitches have been awiul, but we must give praise where due. The overseer between Victoria and Crapaud Corner has done faithful work in leveling pitches and opening water drains, but this much cannot. be said about overseers in other sections. The petition asking the Local Govern- ment for a small grant fer our Local Exhi- bition is being numerously signed, and I have no doubt when presented it will re- ceive due cunsideration, The Crapaud Literary Society is likely to become « fl -urishing institution, as some of our most prominent men are taking an active part, 4 basket social will be held in Crapaud Hall on Tuesday ‘evening, the 15rh inst.
