The Examiners own columns contain 'the evidence, patent to all its readers, 1 that it persists from day to day in casting discredit upon the teinperance men of the ,Conservative party who are Supportersiof the Prohibition Act. There is no legitmate party interest that can be served by such a course, and on the contrary it is quite clear\hat the Conservative party must be injured by such a course. Hence the only, conclusion that can be reached is that the h* Examiner considers its duty and obliga- tions to the Conservative party are secondary considerations when weighed ,against its determination to champion the TEMPERANCE REFORM IN RUSSIA. It is interesting to read of temperanle progress in Russia, _of which heretofore the world has very little. .And yet so much progress has been 'made -ig that line in the Czar`s dominions that ofpeisec- tion oi Russia’s exhibit at the Baris Ex- pJsition'is specially devoted to it. A re- port in the New Voice tells about this sec- tion: corated, portraits of the Czar and Czarina of Russia and Russian flags appearing pro- minently. The walls and _anumber of show cases are covered with'photag'ra.phs showing hon temperance measures have improved the conditions of life in the land of the Czar. These photographs are from life, and rpariy of them are of the "before and after taking” order. These especially are very striking. A small village, near Ekaterinbcrg, in the Ural district, isshown at periods of six months. The photographs show squalor, misery, dirt, ruin, the inevitable quass (the Russian peasant’s drink) jug being everywhere in evidence. The last photo- praph, taken after the temperance organ- iration had been formed for 18 months, show a most ma.rked,almost incredible im- provement. Some of the individuals, ta- ken “before and after”, _are also striking monuments to even moderation. What is more remarkable still is 'the fact that ofiicialltemperance committees are established in various parts _of the Empire, and each ofthese is subsidised by the Government to the amount of 50,(ll0 roubles (about $26,000).
