     Student Union Executive is at least 
     
     'trying to communicate with the stud—' 
     
     ants. Besides using Radio U.P.E.I. 
     
     the Cadre to inform students of what 
     
     is going on and what they are trying 
     
     to do about it, their policy of alt- 
     
     ernating the location of the Student 
     
     Union meetings and incouraging stud- 
     
     ant attendance at these meetings is 
     
     starting to pay off. At the meeting 
     
     in Bernadine Hall Lounge on March 
     
     19, there was a small crowd of about 
     
     30 students in attendance. This is 
     
     incouraging for this time of year 
     
     and I hope it leads to even greater 
     
     attendance during subsequent meet- 
     
     ings. 
     
    

    
     As for the meeting itself, 
     
     there were a few topics which pro- 
     
     ved interesting and some discuSsion 
     
     was provoked. One of these topics I 
     
     was the proposal to initiate fees 
     
     for part—time students and summer 
     
     ‘school students. Two choices were 
     
     of 82.50 a $5.00 per student per 
     
     session were suggested. the justif—i 
     
     ication for these fees is that thest 
     
     students are being represented on 
     
     the Senate and the Board of Govenor” 
     
     by the student union and should 
     
     therefore pay for these services. 
     
     Also, they can participate in all 
     
     the social functions, etc. put on 
     
     by the student union or its comm- 
     
     ,ittees. However, as was pointed out 
     
     they are not permitted to elect any 
     
     S.U. representitives. However,the 
     
     possibility of having the problem 
     
     of part—time students representat— 
     
     ion is being looked into. 
     
    

    
     Another topic which came up 
     
     for discussion was the language in 
     
     the Cadre. It seems that there were 
     
     a number of complaints were submit- 
     
     ted to the S.U. Executive re. Soap- 
     
     box in the march 10 th issue . 
     
     Comments along the line "that kind 
     
     of language is unnecessary" and 
     
     "Can't as find some other way of

     said that, while not condoning the 
     
     language itself, they thought people 
     
     should be free to express themselves

     "Soapbox" which is desioned to let

     It was also pointed out that it would 
     
     be rather hypocritical to have the 
     
     staff of the paper remove this language 
     
     and just leave a blank space or to 
     
     alter an article which was the free 
     
     opinion of another student. Therefore, 
     
    
   
   
    
     censorship by or of the paper was 
     
     ruled out unless on the grounds that 
     
     something was "libelous." 
     
    

    
     One of the more important subjects 
     
     brought up at the meeting was the 
     
     questions of bursaries.

     There are those who say that we are sacrificing our natural environment to the 
     
     modern god—rampant technology. But we ’re all for it say the federal govern- 
     
     ment, as they proceed to immortalize the ‘new industrial state ' on the back of 
     
    
   
   
    
     the new ten-dollar'bills. Above is the old one and the new: Is that air pollution 
     
     we see engraved above the perm-chemical plant? Equally ironic, the plant pictured

     was dropping the present bursary 
     
     programme and considering two alternate 
     
     plans. One, which seemed to have the' 
     
     upper hand, was that a student would 
     
    
   
   
    
     'get no bursary until he recieved a 
     
    
   
   
    
     student loan of$1,400. After that if 
     
    

    
     he could prove need, he would would 
     
     recieve anywhere up tp $1,000 as bursary 
     
     Council thought that this was encouraging 
     
     students to borrow as much money as 
     
     possible, even if they didn't need it, 
     
     just to recieve a bursary. This would 
     
     then leave them with an enormous debt 
     
     upon leaving university. The plan that 
     
    
   
   
    
     the Council decided to support was the 
     
     other proposal which called for the 
     
     bursaries to start at $0.00 and 
     
     everything that the student got from 
     
     there would be in the form of 75% 
     
     loan and 25% bursary.
