Ww ean und retand now why the Government was eo long reticent about the deti it Though ; oom put lic accounts of last year. Phe of the year wa $38,201,65. neither the addition to the Hosp tal for the Insane nor the new Prince of Wales Col- lege building has been erected, though nothing extraordinary has beeen done, though some of our pubic services have been systematically starved, this is the result. A leficit considerably more than double that of last year. In justice to the Warburton administra. tion we must hasten to say that this re~ sult may not be whoily attributable to them, and they may be responsible in 80 far only as they have accepted responsi-~ bility for the acts of their p edeces ors. It was neceseary, in view of an approaching general election, to make as good a show- if gas possible at the end of 1896. This was done by deliberately keeping out of the public accounts many items of ex- penditure in that year. These had of course to be acounted for in the past year, deficit of the past cause, and £0 the year is, without any apparent close upon $40,000.00; or if the “windfall” of $11,843.16 included in the revenue of the year be subtracted the difference between the ex, enditure and ordinary re- venue is upwards of $50,000.60. The series of deficits under Liberal management has been unbroken, though the Liberals were placed in office upon the distinct une derstanding that they would, by the prac- tice of greatar economy than that of the Conservative:, make ends meet. What about the experd ‘tures? year since the Liberals entered offise ex- penditure, have been cousidcrably greater Every than in avy yearin which the Conserva- tives were in office. Last year they amounted to $310,751.89, a3 against $287,- 631.27 in the previous year, or close upon $40,000.00 more than the average of the expenditures under the Conservatives ! The receipts of last rear, including the refund of $11,343.16, amonnted to $272,- 550.24, as follows: Dominion Subsidy........+..-.+.. $182,176 08 Publie Londs....... sciipeicten tare Com Travellers’ Lisences...... ? 3,420.60 Incorporated Campanies........ 4,350.00 Ferries....... soqueeboe podeokodbooeses 6,207.33 Prothonotary Offices............ 2,522.51 | Registry Offices... 6.55 eereeees 4,659.85 County Court........0--+ hhikterne . 41,384.23 787 30 740.00 327.64 1,312.50 Provincial Secretary’s Office... With increasing expenditures and decreasing revenues, what must be the there result? Eventual ruin, absolute and complete, unless a change be effected in the administration of affairs! The taxation wrung from the people last year, inclading the }’rince of Wales College fee*, amounted to $46,785.39. Under Conservative Goverument no taxation was imposed; andif the revenue of last year had been minus this amount, the deficit would have been, not $50,000 but about $97,000.08. As tothe debtof the Province at the end of the year, the Auditor’s balance sheet shows: Treasury balance.....--0+...-$ 69,103.92 past Stock Farm balance......... 7,892.70 Debentures (less sinking fuod). 176,337.56 Borrowed under Loans Act...... 174,102.00 $427,436.18 The additional debts and liabilities of the Province, unaccounted for at the end of the year, will of course swell this amount considerably. Itis tobe noted that the amount paid for interest on tLis debt was $15,518.28 —an amount almost sufficient to build a new Prince of Wales building. We might build a large permanent bridge every year or macadam ize miles of road way with the mouey we pay to the money- lenders as interest. Such is Liberal financing! It was an unfortunate day for Prince Edward Island when our Liberals gained office and power. The powers have made up their minds to instruct the Saltan to immediately withdraw the Turkish troops from Thes- saly. The chances are that the Sultan has also made up his mind to disregard the instruction. The need of a good spring medicine is almost universal, and Hood's Sarsaparilla exactly meets this need, Be sare to get Hood’s. - THE WAR Ir is not credible thet the United States Navy bas begun the war by the cepture of We prefer The time limit of the ultimatum given the Spaniards a lumber-!aden merchantman. to regard this report as a joke, did not expire until twelve o’clock today, and itis not likely that « United States cruiser would begin hostilities before that time. P. Irving Estate, on Township Number 28,containing 453 acres, has been acquired by the Government, for which the sum of $1318.51 was paid.” NOTES AND COMMENTS. —If the Spaniarde only had Great,Br's tain’s tidy surplus, now—wouldn’. they feel streogthened for the fizht? —At ameeting of temperance men, held in the Y. M. C. A. building last evening, strong expressions of feeling were given against license of the sale of intoxicating liquors and in favour of prohibition. Tne followirg reeolution was adopted : “Whereas immediate prohibition legis- lation is not at present practicable in the City of Charlottetown, we, represeutatives of the temperance community, would ur,e upon the acceptance of the Legislature the amendments to the Liquor Regulation Act suggested by the Temperance Alliance.” —A statement of the butteremaking business of the Hampton Dairying Station for the past winter has been issued. Tre cream from manufactured into butter and marketed by Mr. Thomas J. Dillon,of the Centra Creamery, Charlottetown. The winter’s work shows very satisfactory results indeed — 4s high as 80c per 100 Ibs milk being paid, and the value of butter fat to patrons averaging nearly 22c per lb. The amourt of butter manufactured was 6763 Ibs, add sold for 19.62c perlb. The patrons of this dairy station have every reason to be proud of the work done, and we trust to se them go shead with renewed vigor in me season’s work now approaching. — e+ ere NEWS NOTES. Some of the success that attended Gen. Kitchener’s last advance up the Nile was due to the fact ‘hat Mr. Rhodes loaned hima lot of Jeocomotives, built for the Bechuanaland railway, of which he hai I ae . some thirty on hand, Without these evgines the Nile transport service would not not have been equal to the require- meiti. By the ways thingsare shaping Selves, also, there is a possiblity that the Riodes locomotive, if tuey bave a reasou- ably long life, may reach their Bechuana- land destination overland. United States newspapers are beginning to connect the actions of Congress with the fluctations cf stocks on Wall street, as well as fluctations with the action of Congress. Tbe varying pbases of the Cuban ques-~ tion have certainly affected etock values, now to raise and now to effect them. There seeins little doubt, also, that members of Congress profilted bythe changes. That they used their positions to bring eboui the changes, piaying with war possibilities for tae sake of personal profit, is, however, a terribleycharge that only positive proof would cause theworld to believe.
