It will appear on a reference to the foregoing state- ment, that the Expenditure for the past year amounts to £15,632 10s. 6111., and the Receipts at the Treasury during the same period (exclusive of£2092 65. Qtd, the amount collected under the Land ASSessment Act) to the sum of £14,279 15. 13:1, leaving abalance of £1353. 95_ 5411. against the Colony for that time, of money not appropriated by Legislative enactment. -' - By the above statement of the financial state of the Colony, there appears to be a balance against the Colony of £9717 17s. 63d, but in this account it must be ob- served that all the Island Treasury Notes now in circu- lation are charged against the Colony, and that no credit is there given for the amount of cash collected undergthe operation of the Land Assessment Act, now in the Trea- sury, and amounting to £4200 165. Old. in consequence of the first £5000 collected under that Act, being appro- priated under one of the provisions of the same Act. The Revenue of the Island for the past year is greater by £2714 2s. 3d. than that of any former year, with the exception of the year preceding it, in which it has fallen short£640 6s.3d.—this diminution has taken place in the Excise Department, and your Committee are of opinion that it is in consequence of the low prices for agricultu~ ral produce in the markets of the neighbouring Provinces last fall, and thereby limiting in a measure the importa- tions of Goods into the Island. Your Committee further observe. That there appear extraordinary charges in regard to Special Constables sent l0 King’s County, and that the Committee see no evidence warranting such extraordinary expenditure, and that therefore it be recommended to the House to appoint a Committee to enquire whether or not there ex- isted a necessity for such expenditure—said Committee to have the usual powers, and to be instructed to draw an address to His Excellency praying him to lay before the House the documents warranting the necessity of employing Special Constables in one County to execute the law in another County. Your Committeerecommend that the copy of the War- rant Book and the Vouchers hereunto annexed be pub. lished as an appendix to the Journals. WEDNESDAY, March 17. Ordered, That the Sergeant at Arms attending this House be directed to prevent any person or persons, except members of the, Legislative Council, from occupying the seats railed ofl‘frdm the South side of the body of the House, and that a notice to that effect be posted up on the door leading into said seats. The Order of the day for the second reading of an engross- ed Bill from the Council, iiitituled “ An Act for establishing Criminal Sessions in Queen’s County,” being read— Mr. Speaker informed the House, that as the said Bill con- tained a clause in which the Fees of the Clerk of the Court were provided for, this House, therefore, cannot, consistent with its privileges, consider further of the said Bill. Ordered, That the said order of the day‘be discharged. Ordered, That the Report of the Special Committee on Patiper Petitions, be referred to the Committee of Supply. » Resolved, That this House do now resolve itself into it Committee of the whole House, on the further consideration of the Bill for regulating the qualifications of Jurors. Mr. Dalziel, from the Committee to whom was referred the Petitions of divers Inhabitants of Lots 59, 61 and 63. praying for the erection of a Bridge across the brook below Aitken‘s Mill Dam, and also praying that com- pensation may be allowed for widening the shore road from John Phillips’s, on Lot 59, to St. Andrew’s Point, reported as follows:— Your Committee are of opinion that it is inexpedient to grant the prayer of the first mentioned Petition, as Bridges are becoming so expensive to the Colony; where- as by granting a small sum of money to Mr. Aitken, to repair his Mill Dam, and toward keeping the same in repair, it will serve all the purposes contemplated by the proposed Bridge. Your Committee are also of opi- nion that it is inexpedient to grant compensation for widening the shore Road, as the Statute Labour ought 10 be perfectly sufficient to keep said Road in repair.
