Date on the Draft Address in aneirer to His | Recellency's Speech (continued.) j Mr. BRECKEN.—Where? How Mr. DAVI From Flon. Mr. May- thorne, and others hey bought that gentle- mins estate. They were reepeetable men, and when they came to this erty te take a drive, they were not men who were to be ineulted by a pro- prietary faction’s sending constables quite un neeeseariiy to annev them. [wae never a mem- her of the Tenant Unien, hut ae soon as [ under- stood that in same parte of the conotry a few re- fractoary T pnb liehed a letter in the Weekly, the orwan of that party, shewine them that te do ee wold just he committing what the proprietors wished them ta da, and warned them against any anlawfal pro- ceedings Rut after presentations that if wae neeessary fo hace treops breaght here, they broaght up a few ot the Lea- gnera ta cour for alleged resistance te the law, but had hard werk to get evidence to convict ther. Hon. LEADER OF THE OPPOSITION.— The haa. member was foreman of the Jury that bronght in the Bil! Hon. Mr. DAVIES —A erand men contemolated resiatance, the Govern nent made re- ry hea re ev). dence far the Crown only. The grand jury, theretare, aent the whole case dow in order that the evi lence micht be heard an hoth « des : and what do we find? Why. that in erder te ponish these men, the verdict of the jury had to beset aeide,. and the men indieted were ounished fora em. T think, no liberty for *t; and when who pride erime of which the jury acquitted t whea euch ja the ease, that there is the people—no liberty for the aubjes we eee men, gentlemen at the bar. themeerives as heing eo patriotic and high-minded, allowing all this to take place before them, and raising no voice against it, it apeaks little for their lave of liherty Hen. LEADER OF THE OPPOSITION.— T eay, Sir, that if the Judges have done wrong, it ja the duty of the hon. member, as a member of the Governmment, to have them removed from the hench. aay that the Hon Mr. DAVIES —I did no Judgrs had done wrong: T merely repeated what T had heard and read in the publi * newspapers : and will, Mr. Chairman. hen. mer here on the other side of this House deny this statement When the Government undertook to Cunard estate, it was their duty fo have made seme provision for the payment I think I saw jn some paper astatement to the effect that the Ranks represented that they could meet all these payments as they became due, without ineon- venience. I believe ench a atateinent was made. and that the Government won!'d not have effected the purchase unless they had such expectationa. Thut we know the situation of the Banks, that, ander their constitution, they eannet afford the accommodation required, hecanse \* has heen and ja ae much asthe Banks can do te afford merchants the ordinary requirements for remittances te Tiritain : and it ie evident te every man acqnaint- ed with the trade of the Colony, that the Banke | eannat now meet the payment on exchange in | England without draining the specie from their | vaults. In doiageo, the community would enf- | far, hecanee the exchange they require will be ab- sorbed bv Government, and the diatrese which we already feel will be fearfully angmented when the second and third payments are made. I therefore blame the late Government for enter- | ing inte a purchase hefore providing means to pay it—without diatracting the trade of the Colony Sir, they hace left ua this diffienlty te contend with, without allowing time to make the neces- sary arrangement for overcoming this want of atateemanship. by obtaining money in the British market to meet it. While trade is flourishing, it i< at? very well, bat when a reverse comes around, and the Banke eannot give the facilities required, | jt fe different; and where ia the gentleman in| business, who ia not aware of this?) [am appre- hensive that, when the time for the next payment | te bea made on the estate comes on, a great diffi- enity will be experienced, unless some remedy is provided When the late Government made the first parment, where did they g for money? | They went ta the Banks. The Banke do not | ereate exchange or bring gold inte the market; that ia the merchants’ avocation, who employ our | lahor in various ways. in conatructing ships, in | fishing, &¢.. &c.: and by exporting these eff-cia abroad, they (the merchants) then vive the Banks exchange on their brokers for the proceeds of | theirshiomenta Itis trne the merchant cannot | geen without aid from the Banks.—one assists | the ather: it therefore follows if the Govern- ment drain the Banks of gold. that they cannot | afford the accommodation trade requires, then it | hecomes paralyzed. This is what we are rapidly | approaching te, and if the Geverament eannot | effect credit in London, to draw on in payment | for the aame falling due on the Cunard estate, I | think the Banke will either have to atop specie payment or shut up for a time, whieh will not ealg entail rain on the trader, but eventually fall | aa heavily on the agricultural classes. T cannot | neeonnt for gentlemen, possessing the ability the | jate Government were acknowledyed to possess, | entering at al! inte thisarrangement. unless it was that they expected the payment of thie debt would | he an inducement for ne to go into Confederation, | as we might be enabled to meet thir dificalty out of theaum they expected the Canadians would give ue for yielding up our liberty A deeper Jaid echeme could not have been deviaed. (Hear, | hear.) You may say hear, hear; but many who | hear me know it wasae. My hen eolleague has | evid that this state of affairs has been brought en by evertrading I cannot agree with him. The atock now in this Island ia not one-sixth more | than it was last year: nor does the fall in the price of shipping apply to this Island with any force. It | applies with more force te these ships sent from St. John and Quebec. The people of England | ought ta be prond of these Colonies, when they Sook at auch eplendid ships ae are sent fram New Tirunewiek and Quehee. Thev ere classed for | seven yeara, when they shanld be classed fur | twelve. Ther are equal to ships built of English eth, heing bailt of material that w'!! not take the dry rot. Now, I wish te show that the canse of the low price of these aplendid ships sent home | from the sister Provinees, ia that there are more of them in the market than are required; this is the reason why their price is so much depressed. The shine we bnild range from 100 te 300 tone, and aa but few ao awall are sent te market from | ather parts.—the requirements being greater, our veaerle have not fallen equalle low in price with | these of St John and Quebec. These vessels range from 300 te 2,000 tons register. There are | bat thiety or forty Teland vessels unenld in the | English market. It is the withdrawal of the | money from thie Colony that makes the presenre. J da nat mean te throw any blame on the Banks; I kaow better. Thev must respect the righta of their shareholders. If the Banka have not got billx ofexchange, they mnat pay out the gold; and, | if means are not obtained before the first of July, the Banks will have te eloae. Their object was to drive ua inte Confederation. They thought it would release ua from these diffien!ties, and that the money we would get out of Confederation | wonld pay for the Cunard estate’ They were | willing te sell our rights for the self interest of a few. But before closing, Mr. Chairman, I would chaerce there ia a very interesting tale being pebliahed at Londen. It eames ont in the peri- odieala, and ia called “ Birds of Prev.” If the author were as well acquainted with the transae- tions of come ef the proprietary party as I am, and would introduce one of them inte his work, it | wonld render hia name immortal. i Mr. BRECKEN —We have stened ta al lengthy apeeeh from a member of Her Majesty's Gavernment, in whieh he has ‘gaered the views ef tia colleagues. The above work contains most usefuland interest- ing information op the physiological changes whieh occur in the Reproductive System during the periods of youth, puberty, and manhood; and on the due attainment of that degree of functional vigour wpon which the hopes of posterity depend. It alsopoints out bow all the attributcs of manhood can be pre- served to an advanced period of life, how they are lost, and how they can be recovered. It is free from the gross exaggeratious, alarming descriptions and dangerous remedies so generally resorted to by pet- sons, who, practising with false medical qualifies- tions, inflict most serious injuries, and render judi- cious treatment frequently abortive. The author is the only legally qualified practi- tioner whose name stands on the ‘Medical Kegistet, (the sole test of medical qualification) who has been exclusively engaged for a serivs of years in the treatment of the various functional disorders of the nervous and reproductive system, which, owing # the great discoveries of modern science, are ed subservient to a rational, simple and easy mode of treatment.
